August 10, 2018 8:30 AM Council on Aging and Disabilities Chair Anderson asked if there were any corrections, additions or deletions for the minutes. There were none noted, so the minutes will stand as presented. RESULT: APPROVED \[UNANIMOUS\] MOVER: Patricia Jonas, Council Member SECONDER: James Schreiber, Vice Chair AYES: Tammy Moothedan, Bob Feidler, Paulette Anderson, Mary Ellen Brue, Maureen Brunner, Virginia Drath, Patricia Jonas, Laurie Pelnar, Alfred Schrank, James Schreiber, George Zaske PUBLIC COMMENT Council on Aging and Disabilities Chair Anderson asked if there was any public comment regarding anything on or off the agenda. Seeing there was none, Anderson closed the floor for public comment. BUSINESS ITEMS 1. Presentation by National Alliance on Mental Illness (NAMI) St. Croix Valley Lorna Ross and Mary McFerrin from National Alliance on Mental Illness (NAMI) presented information on NAMI and shared their stories with the Council. RESULT: DISCUSSED 2. Review of Proposed 2019-2021 Aging Unit Plan The Council members were provided a copy of the entire proposed plan and reviewed power point that provided an overview of the plan. There was discussion on how to reach all the seniors in the area regarding services. Commercials, radio ads, flyers/newsletters at banks or other avenues were discussed. Council members were informed that the last required public hearing will be held on September 23 at the Roberts Senior Center and the plan will need to be approved at the October Council meeting prior to submitting it to the state before November 2. RESULT: DISCUSSED 3. Update on Collaboration with Center for Independent Living New Freedom Transportation Program Amy Roemhild provided the Council with updated numbers since the transition of the Volunteer Medical Transportation program from ADRC to Center for Independent Living of Western Wisconsin - New Freedom Transportation program. Overall the numbers have remained the same. CIL is still looking for additional volunteers in St. Croix County. Roemhild will continue to work closely with CIL and monitor the statistics they provide regarding ridership. RESULT: DISCUSSED 4. Review of Capital Improvement Projects for 2019-2023 Johnson reviewed the Capital Improvement Projects for 2019-2023 with the Council members. Currently the ADRC has requested funds for some of the bigger ticket equipment items such as dishwashers and ovens as well as vehicles to replace aging vehicles within the ADRC fleet. RESULT: DISCUSSED 5. Review of 2019 Requested Operating Budgets Council members received copies of the 2019 Requested Operating Budgets. Dr. Haug reviewed changes to specific line items that may not have had expenses in the past. RESULT: DISCUSSED 6. Information and Assistance Specialist/Options Counselor Update Sheet Council members reviewed the August Information and Assistance Update Sheets. In the month of August, there were six enrollments into Inclusa and one disenrollment; there was one enrollment into Care Wisconsin and one disenrollment; there were no enrollments into IRIS and no disenrollments. RESULT: DISCUSSED 7. Out of County and Weekend Senior Center Transportation Requests There were multiple transportation requests presented to the Council for approval. September 29 - Woodville to Menomonie October 5 - Woodville to Pepin area October 5 - Hudson to Stillwater October 5 - New Richmond to Stillwater October 17 - Baldwin to Ellsworth/Pierce County A motion was made to approve the requests by Council member Schrank; and seconded by Council member Brue; motion carried. United Way - St. Croix County Employee Campaign Beckman informed the Council of the upcoming United Way -St. Croix County employee campaign. The goal for 2018 is to raise $10,000 through employee contributions, silent auction, and special events at each of the County buildings. The ADRC and other HHS agencies receive funding through the United Way. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Chair Anderson asked if anyone had any requests for future agenda items. Some suggestions were the approval of the 2019-2021 Aging Unit Plan, review and approval of the Human Services Transportation Coordination Plan; approval of 2019 Budget; and how to provide outreach or marketing of the ADRC programs. ANNOUNCEMENTS & CORRESPONDENCE Beckman informed the Council that Senator Schattner's office contacted the ADRC regarding a consumer concern for afternoon/evening transportation in Hudson. Beckman and Roemhild were able to address the concern. Beckman informed the Council that Advocacy Day will be May 14, 2019 in Madison. Council member Pelnar shared that People First St. Croix County will be having a meeting on September 27 at 6 p.m. at Sunshine Court. ADJOURN The meeting was adjourned at 10:00 a.m. DATE OF NEXT MEETING The next meeting will be held on Friday, October 12, 2018 at 8:30 a.m. at the St. Croix County Services Center.
