APPROVAL OF MINUTES 1. September 21, 2018 8:30 AM Chair Anderson asked if the there were any corrections to the September 12, 2018 minutes. A motion to approve the minutes was made by Council member Schrank; seconded by Council Brunner; motion carried. RESULT: ACCEPTED PUBLIC COMMENT Council Chair Anderson opened the floor for public comment. BUSINESS ITEMS 1. Council on Aging and Disabilities - Council Member Vacancy Council Chair Anderson announced that Patricia Jonas has resigned as a the representative for Family Caregiver on the Council effective immediately. The vacancy has been posted in the local newspapers and a applications have been mailed out to interested individuals. Once the application deadline is met, interviews will be set up and a recommendation will be made to the County Administrator for appointment. Hopefully the new Council member will be in place by the November meeting. RESULT: DISCUSSED 2. Review of Proposed 2019-2021 Aging Unit Plan Beckman informed the Council that there were no changes to the 2019-2021 Aging Unit Plan after all the public hearings that were held. A motion was to accept the 2019-2021 Aging Unit Plan by Council member Pelnar; seconded by Council member Brue; motion carried. St. Croix County Locally Developed Transportation Coordination Plan Council member were provided with information regarding a five year plan pertaining to transportation. The handout provided included goals for the transportation program in St. Croix County. Beckman reviewed goals within the plan. There was clarification on some of the acronyms within the document. A motion to accept the St. Croix County Locally Developed Transportation Coordination Plan by Supervisor Moothedan; seconded by Council member Schrank; motion carried. Recommendation Regarding Options for Elderly Nutrition Program by Nutrition Advisory Council Council member Brunner, who is also chair of the Nutrition Advisory Council (NAC), reviewed the recommendation regarding options for elderly nutrition programs. There was discussion regarding the recommendation and the options that were provided to the NAC. A motion to support the recommendation of keeping the Elderly Nutrition Programs as is, with the two cooking kitchens and two catered sites, for 2019 with the ability to utilize a vendor if something were to happen at the cooking locations and additional research and evaluation of the creation of a request for proposal for 2020 was made by Council member Brue; seconded by Council member Pelnar; motioned carried. Aging and Disability Resource Center Financial Reports Health and Human Services Director Johnson reviewed the Council on Aging and Disabilities Board Financial Report September 2018 with the Council. Overall, all the line items are in line for the year. RESULT: DISCUSSED 6. Information and Assistance Specialist/Options Counselor Update Sheet Council members reviewed the August Information & Assistance Update Sheet. In the month of September, there were five enrollments into Inclusa and one disenrollment; there were three enrollment into Care Wisconsin and no disenrollments; there were no enrollments into IRIS and one disenrollment. Recently, the Information & Assistance Specialists have been assisting with Nursing Home Relocations due to an individual's need for skilled care changing. There was discussion as to why their needs would change and they would no longer need long term care. It was suggested to get more information regarding the reasoning. RESULT: DISCUSSED 7. Out of County and Weekend Senior Center Transportation Requests There were multiple transportation requests presented to the Council for approval. Saturday, October 20 - New Richmond to St. Joseph Thursday, October 25 - Glenwood City to Maple Leaf A motion was made to approve the requests by Council member Schrank; seconded by Council member Zaske; motion carried. RESULT: APPROVED \[UNANIMOUS\] MOVER: Alfred Schrank, Council Member SECONDER: George Zaske, Council Member AYES: Tammy Moothedan, Bob Feidler, Paulette Anderson, Mary Ellen Brue, Maureen Brunner, Virginia Drath, Laurie Pelnar, Alfred Schrank, George Zaske EXCUSED: Patricia Jonas, James Schreiber 8. 12th Annual Caregiver Conference Report Council member Drath reported she enjoyed the breakout sessions she attended. Beckman informed the Council, the conference was well attended and Tepee Snow has already been booked as the keynote speaker for 2019. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS It was suggested to provide additional information nursing home relocations. It was suggested to discuss opioid abuse within the elderly population and disabled. Other topics discussed were reviewing demographics of the elderly population within St. Croix County, reviewing the mission statement of the ADRC and how it fits with overall County mission, and evaluating the utilization of the programs, priority of programs and evidenced based results of the programs. ANNOUNCEMENTS & CORRESPONDENCE Beckman directed Council members to receive the handouts they received regarding some upcoming events hosted or sponsored by the ADRC. He informed the Council that the ADRC received the MIPPA grant again for 2019 to assist in funding of education and outreach surrounding Medicare. Council member Pelnar announced People First for St. Croix County will be holding a meeting on Friday, November 2nd from 6 p.m. to 8 p.m. at Sunshine Courts, 370 Odanah Ave, New Richmond. She also mentioned there will be a meeting held in Madison on Monday, October 22nd regarding the transition from MTM to LogisticCare. She informed the Council that there will be a call in number available for those who wish to participate, but are not able to drive to Madison. However, she was not able to provide that number since it will not be available until the week prior to the meeting. Council member Drath shared that the Energy Assistance program through WestCAP has had very few applications submitted and to let individuals know that applications are being accepted now.
