APPROVAL OF MINUTES
1. December 14, 2018 8:30 AM
Council and Aging and Disabilities Chair Anderson asked if there were any corrections, addition
or deletions for the minutes. A motion to approve the December 14, 2018 minutes was made
by Council member Schrank; seconded by Countil member Brue; motion carried.
RESULT: ACCEPTED
PUBLIC COMMENT
Council Chair Anderson opened the floor for public comment. There was no public comment
presented.
BUSINESS ITEMS
1. Presentation by Inclusa Managed Care Organization
ADRC Administrator Beckman introduced Tim Garrity and Rebecca Kerr from Inclusa.
Garrity provided a brief history of the Managed Care Organizations in Wisconsin. Inclusa
was formed after a merger between Community Care Connections of Wisconsin, Western
Wisconsin Care and ContinuUs on January 1, 2017. He spoke on the number of counties
Inclusa currently contracts with the provide supports to consumers. Currently there are
15,000 members with 348 of them in St. Croix County who have
intellectual/developmental disability, are frail elderly, or have a physical disability.
Council members were able to ask questions during and after the presentation.

2. Wisconsin Certified Nursing Assistant Training Requirements
Director Johnson provided background on the agenda item. Council members reviewed
the power point regarding CNA training created by Aging and Disability Professional
Association of Wisconsin (ADPAW) as well a handout regarding Quality Measures
created by Sandy Hackenmueller, St. Croix County Health Center. Council members
discussed the concerns of lowering hours to assist in increasing retention in CNA
positions. Johnson reviewed the resolution that will be presented at the Health and
Human Services Board meeting later in the month. A motion was introduced by Council
Member Feidler to support the resolution and seconded by Council member Brue;
motion failed by a vote of four to five.

3. Aging and Disability Resource Center Financial Reports
Dr. Haug presented the December 2018 finance report to the Council. The revenue and
expenses are in line with projections.
RESULT: DISCUSSED
4. Information and Assistance Specialist/Options Counselor Update Sheet
Council member reviewed the December 2018 Information & Assistance report. In the
month of November, there were three enrollments into Inclusa and no disenrollments;
there were two enrollments into Care Wisconsin and no disenrollments; there were two
enrollments into IRIS-TMG and no disenrollments; there were no enrollments or
disenrollments for IRIS-Connections.
RESULT: DISCUSSED
5. 2018 Home Delivered and Congregate Meal Statistics
ADRC Administrator presented and reviewed the 2018 Nutrition Statistics for 2018.
RESULT: DISCUSSED
6. Out of County and Weekend Senior Center Transportation Requests
There were two Out of County/Weekend Transportation request presented for approval:
January 18: Hudson to St. Paul
February 1: Hudson to Bloomington
A motion to approve the requests was made by Council member Schrank and
seconded by Council member Pelnar; motion carried.

7. American Association of Retired Persons (AARP) Tax Assistance Schedule for 2019
ADRC Administrator presented and reviewed the 2019 AARP Tax Assistance Schedule.
RESULT: DISCUSSED
8. 2019 St. Croix County Senior Center Card Tournament
ADRC Administrator Beckman presented and reviewed the 2019 Annual Countywide
Card Tournament schedule. He informed the Council the tournament is open to anyone,
they just need to register with their local Senior Center and be added to their team.

REQUEST FOR FUTURE AGENDA ITEMS
Council Chair Anderson asked if anyone had any requests for future agenda items. Some
suggestions were review the Dementia Care Specialists initiatives, reviewing the Nutrition
Assessment completed in the fall of 2018, and inviting a speaker from the Human Services at
WITC - New Richmond. St. Croix County Sheriff Knudson and Medical Examiner Schachtner
have been invited to present at the March meeting regarding on suicide rate and meth in St.
Croix County.
ANNOUNCEMENTS & CORRESPONDENCE
ADRC Administrator Beckman informed the Council the new collaboration with United Way of
St. Croix Valley and Mobile Food Pantry went really well in December. It will continue in Deer
Park now and eventually it will go countywide. Beckman announced that St. Croix County will
be receiving the funding for 85.21 Specialized Transportation Grant early due to submitting
the application on time. Beckman also read thank yous from consumers who received
assistance from ADRC staff.
ADJOURN
A motion to adjourn the meeting was made by Council member Schrank and seconded by
Council member Brunner; motion carried. The meeting was adjourned at 10:30 a.m.
