CALL TO ORDER
This June 12, 2019 meeting of the Council On Aging and Disabilities (COAD) was called to order
by Chair Anderson at approximately 4:00 PM.

1. Council on Aging and Disabilities Regular Meeting May 10, 2019 8:30 AM
Council on Aging and Disabilities Chair Anderson asked if there were any corrections,
additions, or deletions to the minutes. A motion to approve the May 10, 2019 minutes
with the one noted correction was made by Council member Shrank; seconded by
Council member Brue, motion carried.
Change needed under agenda item number two regarding the benefit specialist
program open cases listed as 176??, will look to confirm that number and update.

Council Chair Anderson opened the floor for public comment.

BUSINESS ITEMS
1. Adult Protective Services Presentation
Staff from Adult Protection Services, Bonnie Edlund, Jo Anne Friedell, and newest half
time member Shawn Post Priller informed council members of some of the data
regarding the number of adult protection reports they receive, as well as shared a
handout on what services Adult Protection provides. They also announced that June 15th
is World Elder Abuse Awareness Day, and that there will be a walk to recognize this on
June 21st in the Village of Roberts at 10:00 a.m. just prior to the senior picnic. Everyone
should wear purple!

2. Recommendation Regarding Options for Elderly Nutrition Program by Nutrition
Advisory Council
Nutrition Advisory Council met in May. They have been working on reviewing options
for the nutrition program, such as other providers and the restaurant model. After
looking at costs and consumer surveys they are recommending to keep the nutrition
program the same for 2020, with 2 cooking kitchens and Hudson and River Falls having
contracted services for meals. If staffing becomes an issue they could look at doing and
Request for Proposal (RFP), to contract with another facility.
A motion to accept the recommendations from Nutrition Advisory Council was made
by Council member Richert; second by Council member Brue; motion carried.

3. Aging and Disability Resource Center Financial Reports - May 2019
Dr. Beata Haug, HHS Fiscal Manager, reviewed the financials with the Council members.
The Council would like to know, with this years increase in the suggested donation
amount, what the average donation per individual is. Dr. Haug and ADRC
Administrator Beckman will look for this information. Dr. Haug announced meal
donations averaged $3.60 in 2018.

4. Information and Assistance Specialist/Options Counselor Update Sheet
Council members reviewed the May 2019 Information & Assistance report. Within the
month of May, there were seven enrollments into Inclusa and one disenrollment; there
was two enrollments into Care Wisconsin and no disenrollments; there were three
enrollments into IRIS-TMG and no disenrollments; there were no enrollments or
disenrollments into IRIS-Connections or IRIS-Consumer Direct.
ADRC Administrator Beckman reported that a new quality assurance survey is being
done for Managed Care Organizations and Iris called The Score Card. He will bring
more information when it is available.
Beckman also shared that the I&A's report there are lots of calls for low income
housing needs and there is a wait list. Requests also for assisted living which has wait
lists as well.
Council member Brue shared she spoke to someone who was complimentary of the
staff helping him. Supervisor Fiedler shared he has read an article regarding long
term care needs. He will bring it to share next month.

5. Out of County and Weekend Senior Center Transportation Requests
There were a couple of Out of County/Weekend Transportation requests presented for
approval.
June 14: Somerset to Stillwater
July 12: Hudson to St. Paul
Aug. 8: Woodville to Minneapolis
A motion to approve the requests was made by Council Member Jim Schreiber and
seconded by Council Member Schrank; motion carried.

6. Wisconsin Aging Advocacy Day Report
Chair Anderson shared that County Board Vice Chair Ostness, Council member Brue,
Council member Drath and herself went to Madison on May 14th. ADRC Administrator
Beckman also attended the rally with them where approximately 350 people in
attendance. They reviewed he main talking points which were: e xpanding dementia
care to all counties, increasing funding for specialized transportation, increasing
Medicaid reimbursement for direct care workers , increasing investments in Healthy
Aging grants, creating a caregiver tax credit and increasing funding for Elder Benefit
specialists. After the rally they were able to go meet with our local legislators or their
staff, it was a good day.
There was further discussion and additional information about the day was shared.
Administrator Beckman provided an update from joint finance which so far is very
positive.

REQUEST FOR FUTURE AGENDA ITEMS
Council Chair Anderson asked if anyone had any request for future agenda items. A couple of
suggestions were to review the Aging of population of Northwest WI/St. Croix County by reach
out to a demographer to discuss and share their knowledge and a ddress depression/suicide
and what should the county do as a next step? It was suggested to have Behavioral Health
or someone from Healthier Together to come to a meeting to share work that is already
going on in the county around this subject and maybe how this council could support.
ANNOUNCEMENTS & CORRESPONDENCE
Council member Brue announced she completed the Step On class and recommends it to
everyone.
HHS Director Fred Johnson informed the Council that HHS were informed last week that the
state has received feedback from Center on Medicard and Medicaid Services (CMS) on
heightened scrutiny request and are asking for more detail. He will provide an update in
August. The visit to the St. Croix County Services Center by Governor Evers on June 4, was
good. Johnson also informed the Council, Dr. Haug's last day would be Friday, June 14th. A
one time grant allocation through the ADRC was awarded to help furnish one of the new
conference rooms a the St. Croix County Services Center.
ADRC Adminsitrator Beckman announced that the Annual Countywide Senior Picnic will be
held on Friday, June 21 starting at 11 a.m. Prior to the picnic, there will be a walk held for
World Elder Abuse Awareness Day at 10 a.m. The Benefit Specialists have scheduled
Medicare 101 presentation on June 26th at Hudson Hospital and Westfields Hospital and
Clinic. The ADRC is still seeking nomination for the Outstanding Older Adult awards that
will be recognized on Friday, July 19 at the St. Croix County Fair. The United Way Mobile
Food Pantry is going well in Deer Park and there have been talks about expanding it to an
additional community in St. Croix County.

DATE OF NEXT MEETING
There is no meeting schedule in July. The next meeting will be held on Friday, August 9 at 8:30
a.m. at the St. Croix County Services Center in New Richmond.
