APPROVAL OF MINUTES
1. Council on Aging and Disabilities Regular Meeting August 9, 2019 8:30 AM
Council on Aging and Disabilities Chair Anderson asked if there were any corrections,
additions, or deletions to the minutes. A motion to approve the August 9, 2019 minutes
was made by Council member Schrank; seconded by Council member Brunner; motion
carried.
RESULT: ACCEPTED
PUBLIC COMMENT
Council Chair Anderson opened the floor for public comment. There was no public comment
presented.
BUSINESS ITEMS
1. Presentation by Care Wisconsin Managed Care Organization
Stacey Stephens, Regional Program Manager Care Wisconsin and Jennifer Schmenauer,
Program Manager Care Wisconsin presented information regarding Care Wisconsin.
Care Wisconsin is the seconded Managed Care Organization for consumers seeking
Family Care. They started serving St. Croix County consumers in July 2016 and
currently have 54 consumers throughout the county. They presented information on
regarding the growth of staff, counties they cover and overall operations.
RESULT: DISCUSSED
2. Review of 2020 Requested Operating Budgets
HHS Director Johnson reviewed the requested budget with the Council members. The
ADRC allocation has been the same since the formation of ADRC eleven years ago. St.
Croix County was part of third wave of counties becoming ADRCs and the allocation is
less than those in the first or second wave. There has been discussion at the state level
regarding reallocation of funds and lessening the discrepancy between the counties.
Overall the budget increases are due to salaries and not operating.
RESULT: DISCUSSED
3. Information and Assistance Specialist/Options Counselor Update Sheet
Council members reviewed the August 2019 Information and Assistance report. There
were eight enrollments into Inclusa and three disenrollments; there were no enrollments
or disenrollments into Care Wisconsin; there was one enrollment into IRIS-TMG and one
disenrollment; there was enrollment into IRIS-Consumer Direct and no disenrollments;
there were no enrollments or disenrollments into IRIS-Connections.
RESULT: DISCUSSED
4. Out of County and Weekend Senior Center Transportation Requests
There was one Out of County/Weekend Transportation request presented for approval.
September 20 - Hudson to Chaska
A motion to approve the requests was made by Council member Schrank; seconded
by Council member Schreiber; motion carried.

5. United Way - St. Croix County Employee Campaign
The 2019 Employee United Way St. Croix Valley Campaign kick off will begin Monday,
October 7. There will be silent auction items, balloon grams, and other opportunities for
County employees to contribute.

REQUEST FOR FUTURE AGENDA ITEMS
Council Chair Anderson asked if anyone had any request for future agenda items. Beckman
suggested the Council review of the 2019 Aging Unit Plan Assessment. Other suggestions were
discussion on s uicide prevention programs; review the reallocation of funds for ADRC and
look at history of when counties started and their allocation; and provide an update on the
New Richmond Community Foundation meeting discussing housing.
ANNOUNCEMENTS & CORRESPONDENCE
Council members received flyers regarding the Caregiver Conference Sessions coming up
September 26 & 27; Monster Mash Bingo Bash on October 25; and 2020 Open Enrollment
Seminar on November 6, 2019.
Beckman announced The Walk to End Alzheimer's will be held on September 21 at the New
Richmond High School; the United Mobile Food Pantry will be expanding to Glenwood City
in October. It will continue in Deer Park as well; and the St. Croix County Highway
Department will be hosting an Open House on September 21 from 9 am to 2 pm at their
new location outside of Baldwin.
