Council on Aging and Disabilities Regular Meeting October 11, 2019 8:30 AM Council on Aging and Disabilities Chair Anderson asked if there were any corrections, additions, or deletions to the minutes. A motion to approve the October 11, 2019 minutes was made by Council member Schrank; seconded by Council member Brunner; motion carried. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Presentation by Wisconsin Indianhead Technical College Accommodation Specialist, Heidi Diesterhaft Heidi Diesterhaft, Wisconsin Indianhead Technical College Accommodation Specialist, works with students with disabilities to receive an education. WITC created a short term technical diploma for individuals with intellectual disabilities. The course is a 16 week course that focuses on Hospitality with 10 students per semester. Council members were given a packet containing course and program details. RESULT: DISCUSSED 2. 85.21 Specialized Transportation Assistance 2020 Grant Application Amy Roemhild, ADRC Community Services Coordinator, presented the 2020 85.21 Specialized Transportation Assistance Program Grant Application. Roemhild reviewed trips that have been provided in the calendar year, funding, and projected projects for 2020. A motion to approve the 85.21 Specialized Transportation Assistance 2020 Grant Application was made by Council member Schrank; seconded by Council member Brue; motion carried. Consideration of Suspension of Transportation Services Policy Roemhild presented the Consideration of Suspension of Transportation Services Policy for review and approval by the Council. WisDOT advises the sub-recipient of 5310 grant dollars to ensure that the County/A&H Transportation, Inc and applicable vehicle lessees prepare a policy for dealing with passengers who engage in violent, seriously disruptive, or illegal conduct. An appeal process for any service denials resulting from the previous policy should be prepared utilizing a WisDOT provided template. The Council reviewed the policy that was approved by Corporation Counsel and the Suspension of Transportation Services form. A motion to approve the policy was made by Council member Brue; seconded by Council member Brunner; motion carried. Federal Transit Administration Title VI of the Civil Rights Compliance Act-Public Participation Plan Title VI of the Civil Rights Act of 1964 requires all sub-recipients of Federal Transit Administration (FTA) dollars (5310) related to LEP (Limited English Proficiency) persons to prepare a Public Participation Plan. Roemhild reviewed the ADRC's Title VI Public Participation Plan with the Council. A motion to approve the Title VI Public Participation Plan was made by Supervisor Moothedan; seconded by Council member Schrank; motion carried. Aging and Disability Resource Center Financial Reports HHS Fiscal Manager Strenke reviewed the October 2019 ADRC Financial report with the Council. Revenue and expense lines are on track. RESULT: DISCUSSED 6. Out of County and Weekend Senior Center Transportation Requests There were a couple of Out of County/Weekend Transportation requests presented for approval. December 8: Deer Park to Amery December 16: Hudson to Hudson High School for an evening concert A motion to approve the requests was made by Council member Schrank; seconded by Council member Brunner; motion carried. Information and Assistance Specialist/Options Counselor Update Sheet Council members reviewed the October 2019 Information and Assistance report. There were four enrollments into Inclusa and two disenrollments; there were no enrollments or disenrollments into Care Wisconsin or any of the IRIS programs. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Council Chair Anderson asked if anyone had any requests for future agenda items. None were presented by Council members. ANNOUNCEMENTS & CORRESPONDENCE Beckman informed the Council that the Mobile Food Pantry through the United Way expanded to Glenwood City in October. There was a good turn out and will hopefully grow as it continues. The Baldwin Senior Center Board held a fundraiser at Milwaukee Burger in Hudson. They raised over $400 for the Baldwin Senior Center Board. They are looking to hold another one in the spring. The Secret Santa program is currently accepting names, please let Amy Roemhild know if you have someone in mind. ADJOURN The Council meeting was adjourned at 9:56 am.
