APPROVAL OF MINUTES 1. Council on Aging and Disabilities Regular Meeting December 13, 2019 8:30 AM Council on Aging and Disabilities Chair Anderson asked if there were any corrections, additions, or deletions to the minutes. A motion to approve the December 13, 2019 minutes was made by Council member Schrank; seconded by Council member Brunner; motion carried. RESULT: ACCEPTED PUBLIC COMMENT Council Chair Anderson opened the floor for public comment. There was no public comment presented. BUSINESS ITEMS 1. Centers for Medicaid and Medicare Service Heightened Scrutiny Status Report for the Kitty Rhoades Memorial Memory Care and the Orchard View Terrace St. Croix County Health and Rehab Administrator Sandy Hackenmueller informed the Council that the St. Croix County Health and Rehab facility - Kitty Rhoades and Orchard View Terrace - have finally met the Heightened Scrutiny standards and will be able to start admitting residents who are on Family Care Programs. A brief discussion followed and both Health and Human Services Director Johnson and Hackenmeuller were commended for all their hard work during the process. RESULT: DISCUSSED 2. St. Croix County Health and Rehab Center Campus Census Report St. Croix County Health and Rehab Administrator Hackenmueller reviewed the handout that was part of the Council agenda packet. She explained that the open beds currently available are within the long-term care facility. The short term facility remains constant and steady. RESULT: DISCUSSED 3. Aging and Disability Resource Center Financial Reports Heath and Human Services Fiscal Manager Strenke reviewed the December 2019 ADRC Financial report with the Council. Strenke explained the state revenues are behind, but things are trending as expected. RESULT: DISCUSSED 4. Information and Assistance Specialist/Options Counselor Update Sheet Council member reviewed the December 2019 Information and Assistance report. There were four enrollments into Inclusa and one disenrollment.; there were no enrollments into Care WI and one disenrollment; there were no enrollments or disenrollments into IRIS-TMG, IRIS-Connections or IRIS-Consumer Direct. RESULT: DISCUSSED 5. 2019 Home-Delivered and Congregate Meal Statistics ADRC Administrator Beckman reviewed the 2018-2019 year to date comparison for Congregate Nutrition and Home-delivered meals. Congregate numbers are down while the Home-delivered meal numbers have increased. There were multiple closures in the early part of 2019 due to weather that contributed to the lower numbers for Congregate Nutrition. The report will be shared with the Nutrition Advisory Council during the February meeting. Discussion followed. RESULT: DISCUSSED 6. Out of County and Weekend Senior Center Transportation Requests There were a two Out of County/Weekend Transportation requests presented for approval. January 17 - Hudson to Rosedale Mall January 31 - Glenwood City to Spring Valley A motion to approve the requests was made by Council member Schrank; seconded by Council member Richert; motion carried. RESULT: APPROVED \[UNANIMOUS\] MOVER: Alfred Schrank, Council Member SECONDER: Bonnie Richert, Council Member AYES: Tammy Moothedan, Bob Feidler, Paulette Anderson, Mary Ellen Brue, Maureen Brunner, Virginia Drath, Natalie Rivard, Alfred Schrank, George Zaske, Bonnie Richert EXCUSED: James Schreiber 7. 2020 St. Croix County Senior Center Card Tournament Council members received the 2020 Card Tournament schedule. RESULT: DISCUSSED 8. American Association of Retired Persons (AARP) Tax Assistance Schedule for 2020 Council members received a copy of the 2020 AARP Tax Assistance RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Council Chair Anderson asked if anyone had any requests for future agenda items. It was suggested to have a representative from 211 St. Croix Valley and someone from St. Croix County Emergency Management discuss Smart 911. ANNOUNCEMENTS & CORRESPONDENCE Beckman informed the Council the new Dementia Care Specialist has been hired. Kim Bauer will be starting on February 3, 2020. Soups On fundraiser will be held on Tuesday, February 11 at the St. Croix County Services Center from 11:30 am - 1 pm. Funds raised will go the Secret Santa program. Advocacy Days are being held in the spring for Disability and Aging. ADJOURN The Council meeting was adjourned at 9:13 am. DATE OF NEXT MEETING The next Council meeting will be held on Friday, March 13, 2020 at the St. Croix County Services Center in New Richmond.
