Due to Coronavirus COVID-19 pandemic, Council on Aging and Disabilities members are

Westphal, ADRC Information & Assistance Specialist; others present remotely were Deb

APPROVAL OF MINUTES
1. Council on Aging and Disabilities Regular Meeting May 8, 2020 8:30 AM
Council on Aging and Disabilities Chair Ostness asked if there were any corrections,
additions, or deletions to the minutes. Hearing none, Chair Ostness stated the minutes
would stand as written.
RESULT: ACCEPTED
PUBLIC COMMENT
Council on Aging and Disabilities Chair Ostness opened the floor for public. There was no
public comment presented.
BUSINESS ITEMS
1. Open Public Participation Process - Review Letters and Take Public Testimony
Related to the 2021 Health and Human Services Budget
There were no letters or public testimony to review during the Council meeting.
RESULT: DISCUSSED
2. Introduction of New County Health and Human Services Director Robert Rohret
Robert Rohret introduced himself to the Council. He worked in Hennepin and Ramsey
County and resides in Hammond area. He has background in Behavioral Health,
Chemical Dependency and Public Health.
RESULT: DISCUSSED
3. COVID-19 Presentation
Deb Lindeman, St. Croix County Public Health, provided the Council with an update
regarding COVID-19.
RESULT: DISCUSSED
4. Aging and Disability Resource Center Information & Assistance Specialist/Options
Counselors Program Presentation
Cia Westphal provided the Council with information regarding the Information and
Assistance/Options Counseling position. She explained there are two roles - providing
information to consumers and screening of consumers for publicly funded/long term
care programs. She reviewed the long term services - Family Care and IRIS - and spoke
on the differences.
RESULT: DISCUSSED
5. Information and Assistance Specialist/Options Counselor Update Sheet
Council members reviewed the May Information and Assistance report. In the month of
May, there were eight enrollments into Inclusa and two disenrollments; there were no
enrollments or disenrollments for Care Wisconsin; there were two enrollments into IRIS-
TMG and no disenrollments; there were no enrollments or disenrollments for either IRIS-
Connections or IRIS-Consumer Direct.
RESULT: DISCUSSED
6. Presentation of the 2019 Health and Human Services Annual Report
HHS Director Rohret reviewed the Department of Health and Human Services 2019
Annual Report. ADRC Administrator Beckman reviewed the ADRC section of the Annual
Report. Discussion followed.

7. Health and Human Services 2021-2025 Capital Improvement Plan Requests
Council members reviewed the 2021-2025 Capital Improvement Plan Requests. The
ADRC has requests for equipment replacement and replacement of vehicles.
RESULT: DISCUSSED
8. Aging and Disability Resource Center Financial Reports
HHS Fiscal Manager Strenke reviewed the Financial Report for May 2020. She stated that
everything is looking good for both revenue and expense.
RESULT: DISCUSSED
REQUEST FOR FUTURE AGENDA ITEMS
Council Chair Ostness asked if anyone had any future agenda items. It was suggested to have a
presentation regarding the Elder Abuse Conference that will be held later in the year.
ANNOUNCEMENTS & CORRESPONDENCE
The Council was informed that the AARP Tax Assistance Program was discontinued program due
to COVID-19 and will not restart. Unfortunately many events have been cancelled due to
COVID.
