CROIX COUNTY LAND & WATER CONSERVATION/RESOURCE & EDUCATION COMMITTEE Agricultural Service & Education Center, Baldwin, WI August 16, 2002 Members Present: Leon Berenschot, Chris Bethke, Jim Cody, Art Jensen, Ron Raymond Members Absent Lois Burn (excused) Staff Present: County Planner -David Fodroczi; County Conservationist -Bob Heise; Secretary - Arlene Lier Meeting called to order by chair Art Jensen. Berenschot made motion to adopt agenda. Bethke seconded. Carried. LAKES PROTECTION GRANT - RESOLUTION Heise presented a corrected version of the resolution that would authorize the LWCD to sponsor a Lake Planning Grant. The purpose of the grant is to sponsor a one -day nutrient and sediment conference in the protection of Lake St. Croix. Attendance is multi- agency and multi - disciplined. No county funds needed. Motion by Berenschot, seconded by Bethke, to approve the resolution. Unanimous. 2003 BUDGET DEVELOPMENT AND APPROVAL PLANNING DEPARTMENT - Fodroczi presented a Recycling budget in the amount of $253,766 and a Hazardous Waste budget in the amount of $37,926. He said the Recycling budget is funded from grant funds and user fees. The Efficiency Grant revenue of $21,000 is the minimum amount available, and the actual amount will likely be greater. All proceeds from this grant would be passed through in municipal grants. The Hazardous Waste budget is funded with levy money, although we have submitted a grant application for $15,000 to be decided soon. Berenschot made motion to approve, Jensen seconded, carried. LAND & WATER CONSERVATION DEPARTMENT - Heise presented Land and Water Conservation department budget. Heise discussed decisions that were incorporated into the 2003 budget. Handed out the budget expenditure summary, balance forward spread sheet for 2002 and 2003, and another comparison worksheet. Discussion on budget. Heise eliminated the expenditures and revenues from the Conservation Reserve Enhancement Program, because the County does not have to incur costs before we are reimbursed by the state. In this particular program the DATCP cuts the check to the landowner. Also, a recent meeting Heise had with NRCS, the Glen Hills pipe separation project is now a NRCS sponsored project rather than a locally sponsored project. NRCS will be fully responsible for all contracting and allocating of dollars for this project. No expenditures or revenues will be funneled through the County budgeting system. The 2003 budget as presented is $1,184,103.00 which a is actually down 11.33% from 2002. However, there is a tax levy increase for 2003 of $38,358.00 as compared to the 2002 budget. Much of this difference is reflective of the department's balance forwards. Discussion. Berenschot made motion to approve the 2003 budget as presented, seconded by Bethke, carried.
