Meeting called to order by chair Art Jensen.
Berenschot made motion to adopt agenda. Cody seconded. Carried.
Raymond made motion to approve the May 7, 2002 meeting minutes. Burri seconded. Carried.
Next meeting is scheduled for Tuesday, July 2, 2002 at 9:00 a.m.
BALDWIN MUNICIPAL WASTE
Heise introduced Paul Gont, Wastewater engineer for S.E.H., Chippewa Falls, contracted by the village
of Baldwin to assist them with their municipal wastewater issue. Baldwin is nearing capacity of their
waste treatment facility and is currently looking to upgrade their facility. Paul provided hand outs and
proceeded with a brief presentation to the committee on the village of Baldwin's future plans on
managing their wastewater. Pete Skorseth and Jim Boettcher, DNR, provided comments. Ron
Raymond provided the county's perspective of the wastewater issue. He informed them that a scoping
session would soon be introduced, involving a broad perspective of municipalities, agencies, and
departments to seek a regional approach for a long -term solution to the wastewater issue in St. Croix
County.
2003 BUDGET
Heise informed the committee that there is a meeting on June 12, 2002 for committee chairpersons to
discuss the Finance Committee's 2003 budget goal of no more than a 4% tax levy increase.
Preliminary 2003 staffing dollar allocations to the department from DATCP are approximately $23,000
less than the 2002 staffing allocation.
Heise discussed with the committee of hiring work -study students from the U.W.R.F. in 2003 to assist
the department with workload requirements. The U.W.R.F. will pay 75% of the costs for eligible work-
study students while the sponsor pays the remaining amount. Will discuss in greater detail during
budget process.
MUNICIPAL WASTE — HAMMOND/ROBERTS
Heise informed the committee that there is a meeting in Eau Claire on June 6 with the members of
the Hammond/Roberts waste water commission, DNR, Ayres Associates to further discuss
groundwater alternatives, soil properties and requirements to meet NR 110.
CREP CONSERVATION RESERVE ENHANCEMENT PROG
Staff is beginning to work on CREP. Currently, there are approximately 40 -50 landowners interested
in participating in CREP.
EDUCATION ACTIVITY
Heise informed the committee that a report was sent out in the mail to them representing the
department's involvement during the 2001 -2002 school year. Approximately 1,900 students were
involved in environmental educational activities. Heise asked the committee to sign the letters that
were addressed to volunteers thanking them for their involvement in the environmental/educational
program.
PRIORITY WATERSHED PROJECTS
Heise informed the committee that Tim Popple has terminated his employment with the county
effective May 29, 2002. The Kinnickinnic watershed will terminate in 2009. This is an important
watershed because it not only deals with rural non -point issues, but also urban non -point issues. Heise
is to present proposals on filling this position at the next meeting.
GLEN HILLS WATERSHED
Relocation update: Heise informed the committee that all indications are that the house is to be
removed from the site this week. There is a June 30 deadline date.
Pipe separation: Heise informed the committee that he has requested NRCS to take the lead role in
administering the pipe separation project. There was concern from Corporation Counsel regarding
language in the agreement from NRCS when the county was to be the local contracting officer. To
relinquish additional departmental workload and liability, NRCS will now be the project manager.
AGRICULTURAL ISSUES —UPDATE
Heise reported that David Sander is working with Baldwin Dairy and Jon -De farms on respected
proj ects.
The department will be moving forward on the amendments of the animal waste ordinance.
HOMESTEAD PARK
Kling reported: Construction is moving ahead as scheduled.
Heise informed the committee that because of new Parks staff involved with this project, Pete's
assistance is no longer needed at the capacity as it had before. There was an official county memo
introducing Pete as an interim project manager for Homestead Park. Heise requested to the committee
that an official memo be distributed to county board supervisors and departments relinquishing Pete
from project management responsibilities for Homestead Park.
LESA (LAND EVALUATION AND SITE ASSESSMENT)
Heise reported that department staff will be meeting on June 6 review test sites and determine
threshold limits for the LESA system. This is to be presented to the workgroup meeting on Monday,
June 17 for review and recommendation.
SUBDIVISION REVIEW
Pete Kling presented:
Waldroff Meadows II (In part of the NE %4 of the SW %a and in part of the NW %4 of the SE %a , Section
20, T30N -R1 8W, Town of Richmond, St. Croix County, Wisconsin) — Second Phase of Waldroff
Meadows, 9 lots. Road and stormwater management plan for Phases I and H completed in 2001. No
additional stormwater or erosion control will be required as a result of this approval. Recommended for
approval. Cody made motion to recommend that the storm water and erosion control plans are
acceptable and a letter be sent to the Planning & Development Committee. Raymond seconded.
Carried.
Pond View Meadows H (In the NW ' /4 of the NE '/4, in part of the NE '/4 of the NE '/4 and in part of the
SE' /4 of the NE' /4 of Section 22, T30N -R18W, Town of Richmond, St. Croix County, Wisconsin) —
62 acre development, 27 lots total. Development will take place in phases, with phase one planned for
construction later this summer /fall. All LWCD concerns have been addressed and a revised plan
submitted. Recommended for approval. Raymond made motion to recommend that the storm water
and erosion control plans are acceptable and a letter be sent to the Planning & Development
Committee. Cody seconded. Carried.
Emerald Acres (In part of the SW ' /4 of the NW %a, part of the SE %a of the NW!/4 , part of the NW %a of
the SW ' /4 , part of the NE' /4 of the SW %4 of Section 30, T29 -R17W, Town of Hammond, St. Croix
County, Wisconsin) —151 acre development, 35 lots total. This is a revision of a previous submittal
under the same name. This latest revision has 6090' of road construction for 35 lots. The previous
submittal was for 8381' of road and 68 lots. The average lot size went from 2 acres to 4 acres.
Revised plans have been submitted and all issues have been resolved. Recommended for approval.
Raymond made motion to recommend that the storm water and erosion control plans are acceptable
and a letter be sent to the Planning & Development Committee. Berenschot seconded. Carried.
VOUCHERS
Reviewed vouchers. Motion by Berenschot, seconded by Raymond, to approve vouchers. Carried.
FARM SERVICE AGENCY
Bob Hendrickson reported:
Linda Paul will begin her new job as Pierce County FSA CED on June 16
91 CRP contracts have been extended for 3,392.8 acres.
• FSA will be inspecting all of the CP -22 practices for CREP.
• PFC(Production Flexibility Contract) payments are current for May. June payments will be made
after more rental agreements come in. The deadline for getting PFC contracts signed is August 1St
• Names and addresses are being updated for our new system called Service Center Information
Management System (SCIMS).
• CRP (Conservation Reserve Program) compliance postcards are being returned to office.
• We received notice that all of the Non Participating farms are now eligible to receive a LDP (Loan
Deficiency Payment) for all covered commodity crops for 2001. Landowners would either have to
bring in sales slips or show how much they fed on a daily basis in order to receive a payment.
• FSA was notified to begin re- calculating base and yields for producers during the years of 1998-
2001.
• The new Farm Bill also implies that FSA will be making monthly Dairy payments. The limit is 2.4
million pounds /person.
• No additional money was appropriated in the state to implement the new Farm Bill.
NATURAL RESOURCES CONSERVATION SERVICE
Steve reported that the Farm Security and Rural Investment Act, known as the 2002 Farm Bill has
increased funding for existing conservation programs and added some new conservation programs.
Additional funding for some of these programs has been made retroactive to 2002. NRCS has hired 3
students for summer help. It appears that NRCS will be able to add some full time positions in the
future.
NRCS is developing an agreement to reimburse the county for assistance with the Farm Bill workload.
Steve said that the county staff is currently assisting with engineering on several projects.

RC &D
Berenschot reported:
Attended annual RC &D council meeting at Barron on May 22
• Election of officers: Jim Hartung- President, Leon Berenschot -Vice President (Board essentially
stayed the same).
• Toured the Turkey Store waste water treatment plant. This plant processes 30,000 turkeys per day.
WEST CENTRAL AREA
Raymond will be contacting Roger Swanson regarding summer meeting date.
Heise will arrange transportation for attending the summer tour scheduled for Wednesday, July 17, in
Pierce County.
ANNOUNCEMENTS & CORRESPONDENCE
Heise presented a 2002 Soil and Water Resource Management grant from the DATCP to St. Croix
County. This grant represents staffing and support money for the priority watersheds and cost sharing
for the implementation of the resource management plan.
Heise informed the committee that he received a letter from the Personnel Department on a petition for
the Land and Water Conservation staff to join the General Government Support Service union.

Raymond made motion to adjourn meeting at 11:45 a.m. Seconded by Berenschot. Carried.
