Meeting called to order by chair Art Jensen.
Cody made motion to adopt agenda. Bethke seconded. Carried.
Berenschot made motion to approve the September 3, 2002 meeting minutes. Burri seconded.
Carried.
Next meeting is scheduled for Tuesday, November 5, 2002 at 9:00 a.m.
WILDLIFE DAMAGE. PROGRAM — CLAIM
Kulow reported that 3 landowners will be receiving shooting permits. The individuals are Bob Keatley
, George Peterson, and Vernon Peskar. Doug Hill had 9 calves killed by a bear and will be filing a
claim with our department in the neighborhood of $5,000.00 later this month. APHIS has trapped the
bear and it was destroyed. Alan and Mary Lacer are in the process of bidding out their fencing plan.
The fencing will be installed around their apple orchard.
2003 BiTDC.ET
Heise reported that the budget review with Finance went well and that the LWCD budget was approved
as presented with a small adjustment in the offsetting revenue charged for the review of subdivisions.
Discussion with the Finance Committee, it was recommended that LWCD raise their revenues charged
to the Zoning Department and the Zoning Department lower their estimated expenses equal to that of
the LWCD. Budget was rerun and submitted on September 30, 2002 reflecting new wage increases,
health insurance premiums, and Finance Committee recommendations.
CONSERVATION AiDS PROJECT — ODEN PROPERTY, CYi3ON
Kulow reported that a county aids application will be submitted for public parking along the Oden
Memorial Wildlife area, which is currently under WDNR ownership. The Oden property is located in
section 19 of Cylon Township.
Approximate cost to be $3,000.00. Another $1,000.00 is targeted for the WDNR owned "Potton" tract
of land that is located in section 14 of Kinnickinnic. Native vegetation will be re- established on 12
acres.
CONTRACTED SERVICES AGREEMENT
Heise reported that he developed a contracted services agreement for a position in the LWCD. This
agreement was reviewed by Corporation Counsel and was suggested that the scope does not fit a
contracted service for the department. Counsel suggested discussing other options with the Personnel
Department. Heise developed a job description for a temporary position. The job description has been
e- mailed to Personnel for their review.
WELL ABANDONMENT DEMO SiTE — KEN & CARi.A GERIBER
Kulow reported that the well demonstration will be held rain or shine on October 17 at 1:00 p.m. at
the Ken and Carla Greiber farm. Townships will be invited as well as the general public. It should last
1 -1'/2 hours. The well will be abandoned and a short presentation of techniques, etc. will be provided.
MUNICiPAi, WASTE,- RE,GiONAi,
Heise handed out a copy of a letter sent from Pete Skorseth, DNR to both the villages of Roberts and
Hammond regarding the non - compliance of their wastewater facilities.
Heise reported that a letter was sent out to all towns and municipalities inviting them to the
CSCCRWPC(Central St. Croix County Regional Wastewater Planning Commission) meeting on
September 25, 2002 at the Hammond Fire Hall. Approximately 20 -25 individuals attended this
meeting from various townships and municipalities. Discussion at the meeting was to break up into a
smaller ad hoc committee to work on the scope of issues identified during our three meetings held
during the summer. The ad hoc committee will meet on October 16 at the City Hall in Hudson.
C.REP (CONSERVATION RESERVE, ENHANCEMENT PROGRAMI
Pernsteiner reported that about 25 CREP applicants have been approved and 5 more applicants are
wishing to develop a plan. Several applicants were approved last week in order to qualify under 2002
rules. In 2003, starting October 1, 2002, land will need to meet a more stringent cropping history than
previously.
EDUCATION ACTIVITY
Heise handed out an activity report from Ruth Stern identifying her Informational and Educational
activities this past month. During the spring and fall there are many outdoor classroom activities with
the local school systems. Jensen was pleased with the amount of activity being completed with our
school systems.
PRIORITY WATERSHED PROTECTS
Kulow reported: Two on -going projects are underway in the South Fork. One on the Robert Forest
farm and the other on the Wayne Peterson farm. The wetland restoration project on Squaw Lake has
been given an extension request, from WDNR, throughout the 2003 construction season. The Kinni
will be scheduling a steering committee meeting for later in October. Projects underway in the Kinni
include a barnyard at the Wayne Schulte farm and waterway work on the Greg O'Connell and Wayne
VanBeek farms. We are currently working with Lynda Meyer's class and have had 3 field days with
her students this fall.
GLEN HILLS WATERSHED
Pipe separation — Local contract - Heise reported that the NRCS and the County Highway
department had reached an agreement to complete the construction on the Glen Hills Pipe separation
project. Heise was informed by NRCS that some pipe repairs would be completed this fall, with the
remaining being completed next spring.
AG ISSUES — UPDATE
Sander reported that Jon -De Farms is being looked at seriously by Midwest Environmental Advocates.
Midwest Environmental Advocates is requesting from our department all records that pertain to Jon -
De Farms and entities through the open records law.
Baldwin Dairies had an official hearing with the Department of Natural Resources and the U.S.
Department of Justice regarding the March 15, 2002 animal waste spreading, but we have not heard the
outcome of that hearing.
An update on the animal waste ordinance was given. Question was asked if we wanted to continue
with the rewrite. As it stands now, the language in the new animal waste ordinance coincides with the
new zoning ordinance and districts. The new zoning ordinance may not be adopted for some time.
Some discussion followed and it was determined that we will continue with the rewrite, absent new
zoning ordinance districts. The other question raised was whether to grandfather existing farms or
bring them up to the new ordinance standards. If we do not grandfather existing farms then we would
need to offer cost share for mandated practices (according to ATCP 50). Discussion. Committee
recommended to proceed with some sort of grandfather clause.
SUBDIVISION RFVTFW
Pete Kling presented:
Kerr Estates (In part of the SW ' / 4 of the SE ' / 4 and the SE ' / 4 of the SE ' / 4 of Section 22, T29N -R19W,
Town of Hudson, St. Croix County, Wisconsin) — 59 acre development, 21 lots total. All storm water
and erosion control issues have been resolved and a revised plan has been submitted. Recommended
for approval. Berenschot made motion to recommend that the storm water and erosion control plans
are acceptable, recommend that all grading be postponed until spring 2003 unless the LWCD and
project engineer deem fall weather conditions are favorable to start, and a letter be sent to the Planning
& Development Committee. Bethke seconded. Carried.
Bluebird Bluffs (In part of the NE ' / 4 of the NW' /4 and part of the NW %4 of the NE '/4 of Section 5,
T29N -R19W, Town of St. Joseph, St. Croix County, Wisconsin) — 36 acre development, 11 lots total.
All storm water and erosion control issues have been resolved and a revised plan has been submitted.
Recommended for approval. Raymond made motion to recommend that the storm water and erosion
control plans are not acceptable because of the disturbance of 20% slopes. Suggested that the
Technical Committee provide assurances to us that these measures will not cause erosion in the future.
Bethke seconded. All voted to deny the storm water and erosion control plans. Carried.
Mound View Estates (In part of the SW t /4 of the NE t /4 , and part of the SE' /4 of the NW 1 /4 of Section
11, T29N -R19W, Town of Hudson, St. Croix County, Wisconsin) — 78 acre development, 28 lots
total. All stormwater and erosion control issues have been resolved and a revised plan has been
submitted. Recommended for approval. Cody made motion to recommend that the storm water and
erosion control plans are acceptable, recommend that all grading be postponed until spring 2003 unless
the LWCD and project engineer deem fall weather conditions are favorable to start, and a letter be sent
to the Planning & Development Committee. Bethke seconded. Carried.
The Landing at Water's Edge (In part of the NW 1 /4 of the SW t /4 , part of the SW t /4 of the SW t /4 , part
of the NE 1 /4 of the SW '/4, part of the SE ' / 4 of the SW 1 /4, part of the NW 1 /a of the SE '/4, part of the
SW t /4 of the SE' /4 of Section 23, all in T30N -R20W, Town of St. Joseph, St. Croix County,
Wisconsin) — 152 acre development, 45 lots total. LWCD received revised plans on 9/27/02 and
discussed these plans with the project engineer the same day. A number of minor modifications still
need to be made to the plans. A phased construction schedule was not submitted with the revised plans.
The storm water and erosion control plans are not acceptable for this subdivision. Recommend tabling
until all items have been resolved. Burri made motion to table for one month, Bethke seconded,
carried.
VOITCHFRS
Reviewed vouchers. Motion by Berenschot to approve vouchers and put on floor. Questioned the
$8,528.40 voucher for Randy & Marion Stillings. Kulow explained the breakdown of the cost share
payment. Seconded by Raymond. Carried.
FARM SERVICE AGENCY
Bob Hendrickson reported:
• Many producers contacted FSA on the first letters sent out regarding the new DCP(Dairy &
Counter Cyclical Program). DCP signup begins October 1, 2002 and ends on June 1, 2003
• Approximately 230 out of 245 dairy farmers have signed up thus far..
• More letters will be sent out on the base and yield for the Direct & Counter Cyclical Program
(DCP) to explain to them their options for signing up.
• CRP payments will be made within the next week.
• Meetings are planned for October 21 and 23rd on the new DCP program and farm bill.
NATURAL RESOURCES CONSERVATION SERVICE
Pernsteiner reported that the Federal government is operating on a Continuing Resolution until Friday,
October 4. It does not appear that a budget for the Agricultural Department will be passed anytime
soon. This could delay implementation of new conservation programs.
Wisconsin plans to allocate EQIP funds to local counties. Some funds will be held back at the state
level for manure storage which will be applied for on a statewide competition. Counties will need to
develop a ranking system for local funds. Early indication is that St. Croix could get about $187,000
for 2003. NRCS is in process of taking on administration of EQIP program.
DSIR
Marty Engel- Fisheries Biologist reported on the virus that was identified in the carp species in Cedar
Lake. An exotic fish virus, spring viremia of carp, is suspected of killing more than 10 tons of carp last
spring and the previous fall in Cedar Lake in St. Croix and Polk counties. The disease should be
controlled if possible. It is undetermined at this point if the virus is contained in Cedar Lake or it has
spread down stream.
RC &D
Berenschot reported:
• He attended Board of Directors meeting in Menomonie on September 25.
• RC &D office is in process of moving from Clairemont Avenue to a federal building in Altoona.
• Mary Anderson, Grazing Specialist, received a national conservation initiative award.
• There was a cash flow problem due to several grants not being received yet
• National committee for grazing will meet in Eau Claire on October 25 and 26.
• It was noted that the RC &D Coordinator, Pam Herdrich has been working dual roles of
coordinator at River Country and Pri-Ru -Ta during this past year.
WEST CENTRAL AREA
Raymond stated that Pierce County will host the spring conservation poster and speaking contest
judging meeting. Menomonie seems like the best place to meet.
State WLWCA meeting is scheduled for December 4 -6 at Holiday Inn in Manitowoc.
ANNOUNCEMENTS & CORRESPONDENCE
Heise invited the committee to attend a Geological field trip in St. Croix County on Friday, October 4,
2002. The tour will begin at 9:00 a.m. in Woodville and is expected to take most of the day. The U.W.
Wisconsin- Madison, Geological and Natural History Survey Department, is offering the opportunity
for us to tag along on their field trip and understand the geological features with St. Croix County.
