MINUTES
OCTOBER 18, 2002
The St. Croix County LEPC meeting was held at Hulcher Professional Services, Inc., Hudson, WI at 1:00 p.m.
on October 18, 2002.
Present: Jack Colvard, Vicki Linneman - St. Croix County Emergency Management; Buck Malick, Art Jacobson,
Chuck Mehls, John Mortensen, Charles Grant, Lori Bernard, Denise Gunderson - St. Croix County Board; Lois
Ristow — Wisconsin Emergency Management; Gary Kollman - St. Croix County Emergency Communications;
Ted Beyer - Knutson Beyer Group, Inc.; Barbara Nelson - Public Health; Tim Ramberg - St. Croix County Hwy.
Dept.; Craig Olson - City of River Falls; Hendryk Sowa, Greg Palmer — Hulcher Professional Services, Inc.
LEPC Chairman, Charles Grant, called the meeting to order at 1:05 p.m. The agenda was adopted on a Malick
/Mortensen MOTION. The August 16th, 2002 minutes were approved for St. Croix County on a Nelson /Malick
MOTION.
The next meeting date: Is scheduled for February 14th, 2002 at 1:00 p.m. at (to be determined).
NEW BUSINESS:
A. Evaluation of Village of Roberts Exercise
Colvard discussed with the committee the summary and evaluation that was composed for the Village of
Roberts Table Top Exercise that was performed on September 24 2002. The following members were
evaluators for this exercise: Craig Olson, Denise Gunderson, Lori Bernard, and John Mortensen. Olson
went through his exercise evaluation with the Committee.
B. Village of Baldwin Table Top Exercise Development
Colvard explained of the upcoming exercise for the Village of Baldwin, which will be held sometime in
March. This exercise will consist of a train derailment similar to the exercise done for the Village of Roberts.
C. Review of Influenza Pandemic Exercise
Nelson from Public Health was present and gave a review of the recent Influenza Pandemic Exercise that
was held on September 1 g 2002. Nelson stated that the turn out was very good and everyone who
participated in this exercise had good comments. Public Health is in the process of writing up the summary
on the responses given. Nelson made comments that each of the four community hospitals would like to
have an individual follow -up exercise at some future time.
D. New and Updated Plans since August 16 2002.
Colvard addressed the development of the Wisconsin Bell facility plan in Houlton, WI, which is a cellular
tower facility. There are approximately 32 planning facilities in the County.
E. Training Courses available through the State and FEMA
Colvard presented to the committee a list of Wisconsin Emergency Management training courses and also
a listing of the FEMA Independent Study Courses available at this point in time.
F. Tour of Hulcher Professional Services
Tour of the facility was made available to all committee members who wished to stay. Greg Palmer and
Hendryk Sowa of Hulcher Professional Services, Inc., both members of the LEPC Committee, presented the
tour. The tour took place after the meeting adjourned.
G. Public Input and Concerns
Mehls would like to have a functional exercise involving oxygen mutilators taken to a nursing home. This is
to evaluate equipment, training, transportation and personnel. Also, he would like an inventory from first
responder teams and ambulances to determine the number and size of oxygen cylinders available in the
county if there was a mass casualty event.
Ristow identified a possible funding source to do an evaluation of this nature instead of doing it as an
exercise. This may be done through a Terrorism Supplement Grant.
