Present: Jack Colvard, Vicki Linneman, St. Croix County Emergency Management; Gary Brown, Pierce County Emergency Management; John Mortensen, Denise Bjerstedt, Art Jacobson, St. Croix County Board; Jeff Rixman, River Falls EMS; Mike Lansing, Pierce County LEPC Chairman; Opal Darr, Pierce County LEPC; Dan Smith, St. Croix County LEPC Chairman; Jim VanderWyst, New Richmond Fire Dept.; Gary Kollman, St. Croix County Emergency Communications; Brad Peterson, David Hausman, DNR; Tim Ramberg; St. Croix County Hwy. Dept.; Priscilla Stevens, UWRF - Public Safety; Jon Aubart, River Falls Police Dept.; Tom Toston, Prescott Police Dept.; Richard Wilhelm, Ellsworth; Terry Shafer, Spring Valley Fire Dept.; Lois Ristow, Wisconsin Emergency Management; Kitty Rhodes, 30 Assembly; Michele Mohn, St. Croix County Public Health. LEPC Chairman, Dan Smith, called the meeting to order at 1:05 p.m. The agenda was adopted on a Smith /Mortensen MOTION. The October 19, 2001 minutes were approved for Pierce County on a Darr /Lansing MOTION. The October 19, 2001 minutes were approved for St. Croix County on a Mortensen /VanderWyst MOTION. The next meeting date: Date is Open for Pierce County. For St. Croix County the next meeting is scheduled for April 19 2002 at 1 :00 p.m. at the St. Croix County Emergency Management Office. NEW BUSINESS: 1. Prairie Island Exercise — Pierce County Brown opened the new business stating that Pierce County will be having a full scale nuclear power plant exercise on May 15 2002. Also, an emergency drill will be held on April 3r 2002. Gary Brown invited all who would like to observe the drill or exercise to attend. Please contact him prior to the drill. 2. County Level B Hazmat Team — Pierce County Lansing stated that the County Level B Hazmat Team has been put on hold for Ellsworth due to not enough people requesting training. Training, materials, and time are all cost factors that have to be addressed. More people would be needed for it to be worth the time and effort. Colvard passed out a map of Wisconsin showing the present Level B Hazmat teams in the state. No action taken at this point. 3. Election of Officers — Pierce County Mike Lansing was nominated and elected again as Pierce County LEPC Chair on a Darr /Brown MOTION. Greg Place was nominated and elected again as Vice Chair for the Pierce County LEPC on a Brown /Shafer MOTION. Gary Brown was appointed again as Emergency Coordinator and Coordinator of Information for Pierce County LEPC on a Lansing /Aubart MOTION. Members up for renewal, on the Pierce County LEPC, were discussed and either renewed or removed. Approval of members for the Pierce County LEPC was passed on a Darr /Aubart MOTION. Lists will be changed accordingly. Marty Stone and Jerry Hofacker removed. 4. Updated Procedures for Section 304, 311/312, & 324 — Pierce and St. Croix County Colvard and Brown explained the Sections and asked the Committee to review and make any changes that the Committee felt were necessary. No changes were made and the Committee approved the Sections on a Va nderWyst/ Mortensen MOTION for St. Croix County and a Lansing /Aubart MOTION for Pierce County. S. Update Procedures for Review of Hazmat Response Expenditures — Pierce and St. Croix County Colvard and Brown requested the Committee to review, update and identify any necessary changes. The procedure for St. Croix County was approved on a Bjerstedt /Mortensen MOTION. The procedure for Pierce County was approved on a Lansing/Toston MOTION. 6. Designation of LEPC Inspection — Pierce and St. Croix County The Committees for both counties agreed to maintain the State as the LEPC Inspector for both counties, approved on a Jacobson /Lansing MOTION. 7. Proposal for Joint County HMEP Grant — St. Croix County Colvard requested that Pierce County participate with St. Croix County in a grant that would fund a voluntary placarding program for farmers and agricultural producers. He has approached the St. Croix County Land Conservation Department and Committee, and the Federal ASCS Office, which have both agreed that the program would be very worthwhile and would assist in the grant as necessary. After discussion, a Darr/Toston MOTION was made that Pierce County would participate in a combined county grant with St. Croix County. 8. List of Planning Facilities Updated — St. Croix County Colvard informed the Committee of the facilities whose plans were updated during the current federal fiscal year: Hudson Water Wells 3, 4, 5, 6, 7, Jon -De Farms land 2, and the Ken -Rich Farm. 9. Open Forum for Discussion — Pierce and St. Croix County Kitty Rhodes informed the Committee of various concerns and issues, which were discussed dealing with law enforcement and EMS at the legislative level.
