MEMBERS EXCUSED: Bruce Bayer, Richard Peterson and Glenda Zielski MEMBERS ABSENT: Francis Schaffner STAFF PRESENT: Ron Lockwood, LTS Coordinator Meeting called to order by Chair Ray Mealey at 1:35 p.m. ROLL CALL: Quorum present Adoption of Agenda: Motion to adopt agenda by John Mortensen, second by Marguerite Sumner. Motion carried. Previous Minutes: Motion to accept previous meeting minutes of January 10, 2002 by Robert Bocke, second by Robert Palewicz. Motion carried. DATE OF NEXT MEETING Thursday, May 23, 2002 at 1:30 P.M. in board room at Human Services Complex, New Richmond. �iI�1�T�iT.. � ► - Financial Report: Report of LTS Unit program expenses for the period January through December 2002 was presented. It was noted that expenses are reported monthly on a cash basis and consequently costs may appear to increase dramatically at yearend as many early CY2002 costs get accrued back to the year in which expenses were incurred. CIP -2 program does exceed the budget because additional CIP -2 loan slots were awarded this month for CY2001. Such an award reduces COP -W costs and increases CIP -2 costs. The net effect is to reduce the local match requirement for COP -W by $130,000. BIW costs exceeded the budget. But because BIW is fully financed by the State and Federal government there will be no cost to the county. 1 Long Term Support Committee Minutes March 21, 2002 Variance and Purchase Requests: Motion by Robert Palewicz, second by Keith Gregerson to approve high -cost request for home furnishings for a waiver participant who relocated from a nursing home to his own apartment. Motion carried. Nursing Home Relocation Requests: Motion by Marge Wolske, second by Marguerite Sumner to support request for permanent COP -W resources of. $33,091 for person wishing to relocate from a nursing home to the community. Motion carried. Request for 24 GIP -2 slots- Motion by Wanda Viellieux, second by Robert Boche that LTS Unit staff should apply for 24 CIP -2 slots that would represent the 24 nursing home beds currently banked by St. Croix County. Motion carried. Consider Ned for CY2002 B udg .t Cuts Staff presented options regarding full and partial implementation of new CIP -2 slots generated by banked nursing home beds. Options A and B are attached to the minutes. Motion by James Craig, second by Robert Palewicz to select Option A and fully utilize COP -W local match savings to serve persons on the COP -W wait list. Motion carried. There was also consensus that cuts should be made in the areas of administration and other indirect costs before cutting direct services to individuals in need. Aging Department Report _ Marge Wolske reported that April 21 -27 is National Volunteer Week. In the year 2001, the Department on Aging had 318 registered volunteers donating 22,479 hours to help maintain aging services. Figured at the Department's part-time staff rate of $7.10 per hour, those volunteers saved the County $159,600. That's more than the Department's annual allocation from the County. The Department's Benefit Specialist just received recognition for getting $65,000 in hospital bills waived for a low income, disabled senior with cancer, whose medical insurance had been terminated when the patient became unable to work. As the first step in the 2003 -2005 Aging Plan, St. Croix County seniors were surveyed regarding what they believe to be the most important issues facing older people today. The top 5 priorities, in order, are: • Provide help with the high cost of prescription medications. • Add more serving days to the elderly nutrition program. • Provide more home health care. • Provide more transportation to long- distance medical appointments. • Provide more affordable housing for low and moderate income seniors.
