SUBMITTED BY: Debra Kathan, Personnel Director DATE: November 26, 2002 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, Committee Members PERSONNEL COMMITTEE MEETING Official Date: December 2, 2002 Location: Government Center, Hudson The Personnel Committee meeting was called to order at 8:37 a.m. by Chairman Daryl Standafer. Members present: Standafer, Dick King, Julie Speer, and Stan Krueger. Leon Berenschot was absent. Also present: Debra Kathan. Chuck Whiting arrived at 9:10 a.m. Moved (Krueger, King) and approved to adopt the agenda as presented. Moved (King, Speer) and approved to accept the minutes of the November 4 meeting. The next meeting was scheduled for 8:30 a.m. on December 19 at the Government Center. The Committee will be mediating with the LAW employee group. Steve Morrison was appointed as the mediator for the LAW group. The County is scheduled for mediation with the AFSCME Highway Union on January 15. Steve Boehrer from Eau Claire was appointed as the mediator for that case. The Personnel Committee reviewed the course of the bargaining process so far with labor counsel Steve Weld via a telephone conference. Weld noted that we are in a "holding pattern" with two requests: the first from the Human Services unionized Social Workers who earlier this fall asked for a de- certification vote, and second from the Land and Water Conservation employees who voted to certify as a union, but have had limited discussion with the County regarding the writing of a contract. The Committee reviewed the non -union proposal for a 2003 compensation package. The Committee decided that it was important to forward the information in resolution form to the County Board for a vote in December. The particulars for the Employee Appreciation Banquet were reviewed by the Committee. Members intend on being present for the awards ceremony. The Committee discussed an item from the Finance Committee minutes regarding a proposal from the Land and Water Conservation Committee and the Planning, Zoning, and Parks Committee to increase the Conservationist wages and freeze the Park Director wages. The Committee noted that such action would have to come to their Committee and then proceed through a review process using the County's evaluation format.
