APPROVAL OF MINUTES 1. Transportation Committee – Regular Meeting – May 9, 2016 8:30 AM RESULT: ACCEPTED PUBLIC COMMENT None BUSINESS ITEMS 1. Monthly Financial Report Tim Ramberg and Kathy Rineck reviewed the Highway Department monthly financial report. RESULT: DISCUSSED 2. Transit Planning Subcommittee Update Dave Ostness gave an update on Transit Planning. The State of Wisconsin informed us we received the 5304 WCWRPC grant. The Subcommittee members are attending various group meetings in the area presenting information. A future item of discussion may include the Subcommittee becoming a Commission. RESULT: DISCUSSED 3. Hammond Facility Update Tim Ramberg and Todd Rehnelt reviewed the Hammond facility project. The Committee reviewed a breakdown of expenses and the estimated cost of a new facility. The Committee requested any safety concerns at the Hammond Shop be addressed as soon as possible. Supervisor Nelson requested a history of the building be presented to the County Board. Motion made by Peavey/Sicard to approve moving the facility forward in the Capital Improvement process. Motion Carried. Appoint Ad-Hoc Committee for the Hammond Facility The Committee discussed working with Administrator Patrick Thomplson to appoint William Peavey, Scott Nelson, Dave Peterson and Scott Counter (Town of Star Prairie). The Committee also discussed adding 1-2 members from the Administration Committee, Paulette Anderson, Supervisor, District 16, and a community resident for a total of seven (7) members. The Ad-Hoc Committee plans on meeting once a month beginning in August. RESULT: DISCUSSED 5. Appoint Delegates to MN & WI Gateway Corridor Motion made by Sicard/Peterson to appoint Scott Nelson as the Transportation Committee delegate for the Minnesota and Wisconsin Gateway Corridors. RESULT: APPROVED [UNANIMOUS] MOVER: Ryan S. Sicard, Supervisor SECONDER: David Peterson, Supervisor AYES: Ryan S. Sicard, Scott Nelson, Dave Ostness, David Peterson, William Peavey 6. Consider Park and Ride Maintenance Agreement Tim Ramberg reviewed the Park and Ride Agreement from the Wisconsin DOT. The Committee postponed the vote to a future meeting based on further information from the Wisconsin DOT. RESULT: NO ACTION Next: 8/8/2016 8:30 AM 7. Radio Road and Mann Lane Update Todd Rehnelt updated the Committee on Radio Road and Mann Lane. We are shouldering, striping, fencing and signing on Radio Road. A modification was made to the Mann Lane design study, which is now in the final design stages. RESULT: DISCUSSED 8. Consider Radio Road Speed Limit Motion made by Ostness/Nelson to set the speed limit on Radio Road at 45 miles per hour. RESULT: APPROVED [UNANIMOUS] MOVER: Dave Ostness, Vice Chair SECONDER: Scott Nelson, Supervisor AYES: Ryan S. Sicard, Scott Nelson, Dave Ostness, David Peterson, William Peavey 9. Resolution to Support "Just Fix It" for Statewide Road Maintenance Motion by Sicard/Peterson to approve as amended the "Just Fix It" resolution and forward it to the County Board. RESULT: APPROVED AS AMENDED [UNANIMOUS] Next: 7/5/2016 5:00 PM MOVER: Ryan S. Sicard, Supervisor SECONDER: David Peterson, Supervisor AYES: Ryan S. Sicard, Scott Nelson, Dave Ostness, David Peterson, William Peavey REQUEST FOR FUTURE AGENDA ITEMS Traffic concerns County Trunk Highway E from the hill to the St. Croix River Bridge. Review Joint meeting held with Community Development on June 22. Work Zone Safety Speed Ordinance ANNOUNCEMENTS & CORRESPONDENCE The Joint Meeting with Community Development and Transportation is scheduled for June 22, 2016, 6:00 PM at the St. Croix County Ag Service/Education Center-Suite 141, Baldwin. There is a possibility of a second meeting in July. Tim Ramberg informed the Committee of a driveway warning sign being placed on County Trunk Highway H in the Town of Star Prairie. The State of Wisconsin issued St. Croix County a Discretionary Maintenance Agreement (DMA) for seal coating State Highway 46. The State of Wisconsin is planning to build a State salt shed at the Hudson Shop as soon as practical. Dave Ostness & Tim Ramberg updated the Committee with information from the WCHA Summer Road School Conference. Tim Ramberg shared the State Flood Aid program criteria. Staff reported on the four road blow-ups last weekend. ADJOURN DATE OF NEXT MEETING The next Transportation Committee meeting is scheduled for July 11, 2016, 8:30 am at the Hammond Highway Department office.
