1. Transportation Committee – Regular Meeting – August 8, 2016 8:30 AM

BUSINESS ITEMS
1. Monthly Financial Report
Tim Ramberg reviewed the financial report.
RESULT: DISCUSSED
2. 2017 Budget Discussion
Tim Ramberg and Robert Mittet reviewed the 2017 draft budget for the Highway
Department. The Transportation Committee asked if the budget reflects the overtime
strategy, whereby the State pays overtime when they call us out at night and/or off hours.
Tim Ramberg explained the Highway Department Business Plan and the Department
work rules incorporates the economics of the budget in that overtime is administered by
the day (hours worked beyond the scheduled work day). Research into the Federal Labor
Standards Act (FLSA) recognizes our type of business is that of public safety with
necessary periods of peak demand.

3. Speed Reduction Ordinance
Tim Ramberg stated the creation of a new ordinance is unnecessary as the County
Ordinance Code, Chapter 75, covers the issues raised since the speed limit increased to
70 mph on Interstate 94.
RESULT: DISCUSSED
4. Hammond Facility and Ad Hoc Committee Update
Todd Rehnelt updated the Committee with information from the Ad Hoc Transportation
Space Needs Facility Committee meeting. The Ad Hoc Transportation Space Needs
Facility Planning Committee is planning to visit various County Highway buildings in the
area in October.

5. Transit Planning Sub Committee Update
Dave Ostness shared the Purpose and Method of the Transit Planning Feasibility Study.
The Subcommittee has scheduled an Open House regarding Transit Planning on October
5, 2016, from 5:00 pm-8:00 pm, at the St. Croix County Agricultural Center, Baldwin,
WI.
RESULT: DISCUSSED
6. Appoint a Citizen Member to the Transit Planning Subcommittee
The Committee appointed a citizen member to the Transit Planning Subcommittee.
RESULT: DISCUSSED

ANNOUNCEMENTS & CORRESPONDENCE
Dave Ostness shared a brochure of WCHA information.
The Highway Department received the signed Park and Ride Maintenance Agreements for
I94/County Road 'T' and State Highway 35/State Highway 64 locations.
The Highway Department is scheduled to host the State "Turnout for Transportation" event on
September 29, 2016, 7:00 pm at the St. Croix County Agricultural Service and Educational
Center, Baldwin, WI.
