SUBMITTED BY: Debra Kathan, Personnel Director DATE: August 25, 2002 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, Committee Members PERSONNEL COMMITTEE MEETING Date: September 4, 2002 Location: Government Center, Hudson The Personnel Committee meeting was called to order at 10 a.m. by Chairman Daryl Standafer. Member present: Standafer, Julie Speer, Stan Krueger, and Dick King. Excused absence: Leon Berenschot. Also present: Debra Kathan, Chuck Whiting, Gary Kollman, and Chuck Mehls. Moved (King, Krueger) and approved to adopt the agenda as presented. Moved (Speer, Krueger) and approved to accept the minutes of the August 19 meeting. Moved (King, Krueger) and approved to accept the minutes of the August 21 meeting. Kollman and Mehls, representing the Communications Center, made a presentation regarding the staffing re- organization in the department and the need for an additional lead telecommunicator to spend half -time in the technical area of dispatching including government center telephones, equipment evaluation and repair, and data updating for the E -911 system. By expanding the work hours of the part-time staff and adding a half -time dispatcher (lead technical) it is the opinion of the department head that a savings of nearly $33,000 in overtime costs could be realized. Discussion regarding the government center's telephone system and the need for standardizing the equipment. Currently the telephones are selected by each department with troubleshooting handled through the Communications Center and bills paid by the Maintenance Department. Moved (Krueger, Speer) and approved (on a 4 -0 vote) to recommend that the position of Lead Technical Telecommunicator be included in the 2003 budget with the understanding that complete control of the government center's telephone system, including equipment selection, troubleshooting, and bill paying, will be assigned to the Communications Center. The Personnel Committee will contact the appropriate governing Committee to confirm the departmental assignment. The Committee reviewed the LAW settlement and indicated that it would be recommended by the Committee for a September vote of the County Board, providing that the union had ratified the agreement. Discussion regarding a non -union compensation settlement for 2003 -2004. No action was taken at this time. Kathan noted that her office had not yet received all of the temporary help requests for the 2003 budget. Action on the requests will be delayed until the next committee meeting. Leon Berenschot and Steve Weld arrived at 12:40 p.m. The Highway Union met with the Committee to exchange proposals for contract year 2003 +. Present on behalf of the Union were Mike Van Keuren, Rodney Kongshaug, and AFSCME representative Steve Hartmann. The Highway Union had no paper proposals to exchange, but requested a five percent wage increase in each of three years -2003, 2004, and 2005. The County provided the Union with a paper document listing proposals for the bargaining of a new contract. New dates were set for negotiations with the Highway Union: 8:30 a.m., September 30 and 8:30 a.m., October 14. The ground rules agreed to by each side indicated that future negotiations would be in closed session. Standafer noted that future Personnel Committee dates included September 10, at which time the Committee will have a joint session with the Finance Committee; and September 16 in New Richmond, at which time the County and the remaining AFSCME bargaining units will exchange initial proposals.
