APPROVAL OF MINUTES 1. Transportation Committee – Regular Meeting – March 12, 2018 8:30 AM RESULT: ACCEPTED 2. Transportation Committee – Regular Meeting – May 3, 2018 3:00 PM RESULT: ACCEPTED PUBLIC COMMENT None BUSINESS ITEMS 1. Financial Report as of April 2018 Financial reports reviewed by Rineck. Rineck indicated the reports were generated by the new Oracle system. Witt explained the report is a high level review of the Highway's revenues and expenditures. Committee members requested more detail be included in future reports. RESULT: DISCUSSED 2. Highway Department Report Rehnelt provided an update on the new facility site and displayed a current picture of the site. Krejci reported on a recent meeting with the St. Croix ATV Alliance, provided information regarding the Baldwin State salt shed, invasive weed pilot program, reviewed the Department of Transportation's projects on I-94, recapped the winter maintenance budget based on inclement weather in the Spring of 2018, chip sealing projects and a Town of Troy update on Mann Lane construction. RESULT: DISCUSSED 3. Discuss Local Road Safety Plans Krejci reported on a recent meeting of the National Association of County Engineers regarding low cost road safety initiatives. A WISDOT Highway Safety Improvement Project has been successfully applied for to improve County Road A between Hudson and New Richmond. Krejci envisions this to be a three year project with public meetings and a systematic plan, including a County Highway corridor analysis. RESULT: DISCUSSED 4. Village of Somerset Property Request Krejci reported the County has a satellite shop and maintains an active quarry within the Village of Somerset. The quarry is used as a winter sand resource for the Highway Department. Krejci explained various land swaps in this area over the years with the Village of Somerset. The Village approached Krejci regarding a land purchase as the Village has a developer and plan for this land and would like 1.5 acres. Krejci said a 2- acre parcel has been identified as a potential site for the Village. The Village of Somerset Board plans to meet and submit an offer on the property. Discussion regarding steps to sell land would include approval by the Transportation Committee and Administration Committee. RESULT: DISCUSSED 5. Consider Bicycle/Pedestrian Pilot Project Routes Krejci reported the Highway Department has been acting as the technical advisor for Community Development to identify project bike/pedestrian routes and enhancements. Krejci noted $100,000 was approved in the Capital Improvement Program for bike and pedestrian upgrades, but no specific project area was designated for the improvements. A proposed plan was presented as a pilot project which contained an east and west route throughout the county. Krejci indicated the Community Development Committee had approved $10,000 in March of 2018 for a pilot wayfinding and signing project on two selected routes. The Transportation Committee had no issue with Route 20 and Route 15 as recommended by the Community Development Committee. Discussion regarding reaching out to the Towns impacted by the plan and concerns regarding McCutcheon Road in the Town of Hudson. Peavey recommended informing the Towns and provide feedback. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Improvement to the financial report Krejci offered a tour of the outlying sheds to the Transportation Committee members County Road B bridge improvements due to DOT requirements Highway 128 and I-94 interchange driveway access concerns ANNOUNCEMENTS & CORRESPONDENCE Ostness reported the Highway and Public Works Committee meet next month and expressed the importance of Work Zone Safety during this road construction season.
