1. Transportation Committee – Regular Meeting – September 17, 2018 8:30 AM

BUSINESS ITEMS
1. Monthly Financial Report for September 2018
Kathy Rineck reviewed the Highway Department Finance report.
RESULT: DISCUSSED
2. Highway Department Report
Staff has received and are reviewing speed study requests on various County roads. The
Highway Department office staff is using a new time management application, RT Vision.
RESULT: DISCUSSED
3. Ad Hoc Transportation Space Needs Facility Update
Todd Rehnelt updated the Committee on the progress of the Baldwin Facility. The last
precast panel has been placed, concrete is being poured, the salt shed walls have been
built. Highway Department forces are completing multiple projects on site.
RESULT: DISCUSSED
4. Transit Commission Update
Dave Ostness shared information about the numerous speakers providing valuable
information regarding the Transit needs in the area.

5. 2018 Construction Report
The Operations staff is finishing up the 2018 construction projects. Due to the weather
County Trunk Highway TT will be extended into 2019. The construction budget was
modified accordingly with the winter maintenance budget.

6. WisDOT Surface Transportation Program (STP) Update
The Surface Transportation Program has been suspended one year due to anticipated
significant changes.
RESULT: DISCUSSED
7. Discuss & Consider Draft ATV Policy
Staff mailed out the ATV Draft Policy to the local units of Government. Staff will present
the draft policy at the Wisconsin Towns Association meeting in October.
RESULT: DISCUSSED
8. The Committee may convene into closed session pursuant to Wis. Stats § 19.85(1)(e)
for the purpose of deliberating or negotiating the purchase of real estate for St. Croix
County Highway Department operations sale of real estate competitive or bargaining
reasons require a closed session.
Motion by Ostness/Peterson to go into closed session. Motion carried.

9. Reconvene into Open Session to Report and/or Take Action on Items Discussed in
Closed Session
Motion by Peterson/Schachtner to come out of closed session and to accept the offer of
purchase from the Village of Somerset, contingent upon the Village of Somerset agrees to
pay the closing costs and the survey which is to be completed by the County Surveyor.
RESULT: APPROVED [UNANIMOUS]
