APPROVAL OF MINUTES 1. Transportation Committee – Regular Meeting – March 18, 2019 8:30 AM RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Financial Report for March 2019 Kathy Rineck updated and reviewed the Financial Report and indicated the auditors are scheduled to be in St. Croix County in June. Rob Krejci thanked the Highway Finance Department for their continued efforts to close out 2018. RESULT: DISCUSSED 2. Highway Department Report Rob Krejci updated the Committee in regards to the Baldwin Facility salt shed. We are continuing our discussions with the State. If the State does not participate in financing their portion, St. Croix County will have to determine a rental fee for storage. The Operations Department is reviewing and adjusting the 2019 project schedule due to the high of cost of winter maintenance. Chip-sealing projects have been reviewed and adjustments will also be made. Dave Ostness praised the Highway Department for their hard work and dedication. Jeff Durkee reviewed the results of the material proposals. He indicated we are buying and stocking more plastic culverts. Oil and black top prices stayed relatively the same. Salt prices are expected to increase, staff is reviewing the use of more brine which would decrease salt usage. RESULT: DISCUSSED 3. Highway Department Initiatives Update Rob Krejci updated the Committee on the Initiative list. We are continuing to complete items as well as adding additional. RESULT: DISCUSSED 4. Ad Hoc Transportation Space Needs Facility Planning Committee Update The Baldwin Facility is currently running on time and under budget. Construction is in the final stages. The certificate of occupancy is expected to be issued May 6. Paving the parking area is scheduled as soon as it dries and the hot mix plants open. The fiber optic to the Hammond facility is scheduled to be disabled on June 18 and activated in Baldwin on June 19. The Administration Committee is scheduled to reviewed the Hammond Highway Facility real estate contract from Charles Feather at their meeting on April 15. RESULT: DISCUSSED 5. Transit Commission Update Dave Ostness reviewed the strategic plan, vision and mission statements. The Commission is in the process of identifying strategic directions. Administrator Thompson remarked they Commission has a created a good process in identifying their goals, setting a two year plan, and awareness of funding. He also thanked Eric Biltonen for assisting and facilitating the Commission meetings. RESULT: DISCUSSED 6. Review Town of Troy Traffic Counts Jeff Durkeee reported the traffic counts showed an expected increase on Mann Valley Lane and Radio Road. Mann Lane is currently showing lower traffic volumes but is expected to increase. When comparing the previous study, there were no changes to the other roads in this area. We will continue to monitor speeds at request of Town of Troy. RESULT: DISCUSSED 7. CTH GG-140 Street-150 Street (STP-Program) Program Update Rob Krejci explained the changes to the State Law regarding Eminent Domain. St. Croix County and the State of Wisconsin were required to redesign part of the shared use path. The design is to be submitted by August 1, 2019. This is a Federal project which will be let out for bid. RESULT: DISCUSSED 8. CTH MM/Mann Lane/Radio Road Jurisdictional Update The Jurisdictional Transfer is in the process of being signed by WisDOT. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE The West Central District Commissioner and Committee member meeting is scheduled for April 30 in Menomonie.
