1. Financial Report for February 2019
Kathy Rineck presented an overview of the Financial Report.
RESULT: DISCUSSED
2. Ad Hoc Transportation Committee Report
The Baldwin Highway Facility is on track for a completion date of May 1. Paving will
commence as soon as hot mix plants are ready. The Request For Proposal for the sale of
the Hammond site did not receive any responses. Staff reached out to specific realtors
to discuss options. Staff plans to have a realtor under contract near the beginning of
April.

3. Highway Department Report
The winter maintenance budget has been exhausted for 2019, final numbers have not
been included. Staff will review winter maintenance costs and look to make reductions
in planned summer maintenance to provide budget relief. Staff plans to review the salt
contracts and revise strategies if feasible. Staff is currently working on
water/flooding/road closed issues.
We have had requests for speed studies- County Trunk Highway H by Cedar Lake and
CTH VV west of Somerset.
Staff received ATV/UTV applications from five municipalities.
WisDOT is preparing for upcoming I94 summer construction projects on the east and
west side of St. Croix County.
WCHA District meeting is scheduled for April 30, hosted by Dunn County.

5. Five Year Highway Improvement Plan Update
Rob Krejci reviewed the five year highway improvement plan noting the winter costs may
affect planned highway projects.
RESULT: DISCUSSED
6. Discuss Corridor Safety Evaluation of CTH I/WisDOT HRRR (High Risk Rural Roads)
program
Rob Krejci reviewed the HRRR program which highlights At Risk Corridors for safety
issues along with low cost resolutions. WisDOT will have a consultant do a selected
corridor evaluation on on CTH I from CTH A to the Village of Somerset to identify and
suggest low cost safety enhancements. The consultant will forward the information to
St. Croix County and WisDOT to review and take proactive steps to address safety issues.

Weight restrictions are being posted March 21, 2018 on County Roads. Some Towns are also
adding their road postings on the same day.
