1. Discuss Monthly Financial Report
Kathy Rineck gave a status update of the 2019 budget.

2. Review of 2020 Requested Operating Budgets
Kathy Rineck, Rob Krejci and Ken Witt reviewed the revenue and expenditures of the
2020 budget and discussed winter maintenance.
RESULT: DISCUSSED
3. Review and Discuss the Highway Department Report
Rob Krejci indicated WisDOT is sending a check for the State Salt Shed.
The City of Hudson has met with WisDOT regarding the Carmichael Bridge. The City
plans to re-evaluate the Corridor in 2019.
Staff met with the Village of Woodville and WisDOT regarding bridge concerns at
I94/CTH B.
Notifications have been sent to the Local Towns, Cities and Villages regarding the
2020-2021 LRIP Program.
The Committee was informed and invited to attend the West Central District
Committee Person Meeting on October 14 in Altoona.

4. Review and Discuss the Highway Initiatives Report
Staff reviewed the current initiatives report.
RESULT: DISCUSSED
5. Transit Commission Update
Dave Ostness noted the Commission is developing a formal scope and plans to use West
Central Regional Planning for assistance.

6. Review and Discuss CTH H Speed Study from 110th Street to Old Mill Road
Staff reviewed the speed study and findings for County Road H. The Sheriff Department
was notified of the speeding issue. Staff is reviewing the use of digital speed limit signs.

7. Review and Discuss CTH GG Speed Limit Change from 140 Street to Peninsula Road
Staff reviewed the speed study on County Road GG. Motion by Peterson/Schachtner to
adopt the speed limit change from 45 mph to 35 mph on County Road GG from 140
Street to Peninsula Road. Motion carried.

8. Discuss Hands Free Ordinance-City of Hudson
The City of Hudson adopted a Hands Free Ordinance. The Transportation Committee
fully supports the Statewide initiative to work towards Hands Free Statewide with full
assistance and involvement from St. Croix County.
RESULT: DISCUSSED
9. Update CTH I - HRRR Application
County Road I has been identified by WisDOT as a potential enhancement of a High Risk
Rural Road. St. Croix County submitted an application for the program that provides
high impact, low cost safety enhancements. More information will be provided at a later
date.

10. Ordinance creating Chapter 79 of the St. Croix County Code of Ordinances, All-
Terrain and Utility Terrain Vehicle Routes
Motion by Miller/Peterson to approve Ordinance Chapter 79 ATV/UTV Routes and
forward to the County Board. Motion Carried.
