SUBMITTED BY: Debra Kathan, Personnel Director DATE: June 6, 2002 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, and Committee Members PERSONNEL COMMITTEE MEETING Date: June 17, 2002 Location: Government Center, Hudson The Personnel Committee meeting was called to order at 8:30 a.m. by Chairman Daryl Standafer. Members present: Standafer, Julie Speer, Dick King, Leon Berenschot, and Stan Krueger. Also present: Chuck Whiting, Rich Loney, and Debra Kathan. Moved (Berenschot, Krueger) and approved to adopt the agenda as presented. Moved (Speer, Krueger) and approved to accept the minutes from the June 3 meeting. Loney provided the Committee with an overview of the health insurance payment and costing process for developing annual and monthly rates for premium charges. He noted that through May of 2002, the actual claims cost was running at 91% of the actuarial's anticipated amount. Whiting noted that cost figures for health insurance as incorporated into the budget should be available by mid - July. He requested that Preferred One and Sun Life provide costs so that departments can build into their 2003 budgets the anticipated costs for employee health insurance coverage. Loney noted that the premium charge consists of the claims cost, administrative fee, drug claims processing fee, and the specific and aggregate premiums for re- insurance. Currently the County funds at 125% of the anticipated attachment points therefore costs above the 125% level would be covered by the re- insurance company. Discussion regarding state funding issues and the impact on county programs and the levy. It was not anticipated that the state budget would be finalized anytime in the near future. In light of that, it is difficult for the Committee to project levy funds available for negotiations purposes. Motion (Berenschot, Krueger) to go into closed session per WI Stat. 19.85 (1) c for the purpose of reviewing labor negotiations issues in anticipation of contract bargaining. Roll call vote: all aye; moved into closed session at 9:30 a.m. Moved (Krueger, King) and approved to come out of closed session at 10:10 a.m. Standafer noted that the next meeting would focus on bargaining strategies for upcoming negotiations.
