APPROVAL OF MINUTES 1. Transportation Committee – Regular Meeting – May 18, 2020 8:30 AM RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Highway Department Financial Report Kathy Rineck gave an overview of the financial report. Rob Krejci provided a brief explanation of Highway’s accounting system and process which is utilized to comply with WisDOT requirements. RESULT: DISCUSSED 2. Discuss and Update 2021 Budget & Work Plan Rob Krejci updated the Committee on the current budget as well as preparing for the next operating budget cycle. He also reviewed the State Transportation Aid formulas and calculations. RESULT: DISCUSSED 3. Transit Commission Update Dave Ostness and Rob Krejci reviewed the Transit Commission's recommendation to advance a pilot project forward with a shared ride Transit system in particular west of State Trunk Highway 65. If the pilot program is successful the Commission would review expansion to other areas in the County. This program would have to go the County Board for funding approval. RESULT: DISCUSSED 4. Highway Department and Highway Initiative Report Rob Krejci shared the quarterly initiatives report which are items related to Highway’s core functions. Staff is working on a Fog Seal program to further seal and extend the life of the County roads. Staff is continuing to work on the invasive weed issues in the road right-of-way. The invasive weed pilot program not only aims to limit the spread of invasive species but aids in reducing right -of-way mowing costs in the future. The building of a WisDOT salt shed in Houlton is currently on hold. RESULT: DISCUSSED Wisconsin County Highway Association Road School Staff shared information regarding the Wisconsin County Highway Association Road School scheduled for August 10-12, 2020 in Wisconsin Dells. RESULT: DISCUSSED 5. Highway Department Construction Update Rob Krejci reviewed current projects: County Trunk Highway E from County Trunk Highway I to County Trunk Highway A, a Federal Surface Transportation Program with work being performed by a private contractor. County Trunk Highway GG from 140th Street to 150th Street is also a Federal Surface Transportation Program Urban Funding with work being done by a private contractor. County Trunk Highways B/N/T and SS are scheduled to be paved. The Committee also reviewed the five year plan for the Highway Department. RESULT: DISCUSSED 6. Consider Recommended Changes to the Adopt A Highway Program Motion made by Ostness/Schachtner to suspend the Adopt-A-Highway program based on high traffic volumes, hazardous debris and concerns of safety. Groups with existing identified sections may continue under the former Adopt-A-Highway program policies. The Highway Department plans to remove the signs of inactive groups. Motion carried.
