1. Transportation Committee – Regular Meeting – February 24, 2020 8:30 AM

Lynn Pabst spoke in regards to the ATV/UTV Route Trail application for the Village of Hammond.
BUSINESS ITEMS
1. Financial Report for February 2020
Kathy Rineck reviewed the Financial Report.
RESULT: DISCUSSED
2. Transit Commission Update
Dave Ostness discussed the current work plan and schedule for the Transit Commission.
RESULT: DISCUSSED
3. Consider ATV/UTV Route Trail Applications
Staff shared the details regarding accident rate, ADT, surrounding land use and other
issues associated with the two ATV/UTV route applications on County highways. (CTH D
- 150th Avenue to 160th Avenue)/ CTH TT (170th East to the Village of Hammond limits).
Motion by Dave Ostness/Lynda Miller to deny the two ATV/UTV route applications.
Motion Carried.

4. Annual Review of the St. Croix County Adopt A Highway Program
Staff shared information regarding the St. Croix County Adopt-A-Highway Program. The
Committee asked staff to review and amend the program for the Transportation
Committee to review as an action item at a future meeting.
RESULT: DISCUSSED
5. Highway Department and Highway Initiatives Report
a. Seasonal Weight Restrictions-Signs are posted on affected roads.
b. Summer Work Schedule-Staff plans to begin on March 30.
c. Temporary Rumble Strips-St. Croix County has one full set.
d. West Central Committee Person meeting, April 14, Black River Falls-
e. St. Croix County-On Highway Bike route signing-The Sign Department staff
will begin posting bicycle route signs as requested by the Community Development
Committee priority route plan.
RESULT: DISCUSSED
6. Review Five Year Highway Improvement Plan
Rob Krejci and Jeff Durkee reviewed the tentative five year County Highway
improvement plan. The plan is based off expected funding levels and is subject to
change with actual budget conditions.
RESULT: DISCUSSED
7. Consider Wisconsin Department of Transportation /County Trunk Highway Work
Zone/Flagger Policy
Motion made by Linda Miller/Dave Ostness to approve the Wisconsin Department of
Transportation/County Trunk Highway Work Zone/Flagger Policy. Motion carried.

8. National Work Zone Safety Week April 20-24, 2020 Update
Rob Krejci reviewed the posting of National Work Zone Safety Week.

ANNOUNCEMENTS & CORRESPONDENCE
The Highway Department is working with the Wisconsin Department of Transportation on
repairing State Highway 35 in the Village of Somerset.
