APPROVAL OF MINUTES
1. Transportation Committee Regular Meeting January 27, 2020 8:30 AM
RESULT: ACCEPTED
PUBLIC COMMENT
Melanie Weiberg spoke to the Transportation Committee regarding speeding and the turtle
mortality on County Road H near Cedar Lake. Linda Hawkins spoke to the Transportation
Committee regarding an ATV/UTV route into the Village of Hammond.
BUSINESS ITEMS
1. Monthly Financial Report
Kathy Rineck reviewed the Financial Report
RESULT: DISCUSSED
2. Transit Commission Update
Dave Ostness discussed the passenger rail service presentation by Scott Rogers and also
noted Ann Schell, West Central Regional Planning Commission, is scheduled to attend
the March meeting.
RESULT: DISCUSSED
3. Baldwin Highway Facility Update
Todd Rehnelt updated the Committee on the Baldwin Facility punchlist.
RESULT: DISCUSSED
4. Review Speed Zones/Sign Layout on County Trunk Highway H from the Village of
Star Prairie to State Trunk Highway 35
Jeff Durkee reviewed the County Road H posted speed limits. Digital signage is
scheduled to be installed in the 35 MPH Zone on County Road H in the Cedar Lake area.
The Committee reviewed the data and did not recommend changes to the current speed
zone layout.

5. Review St. Croix County's Policy on Fire/Emergency Calls for Service on the Local
Highway System
The Committee discussed the billing of fire calls on County Highways.
RESULT: DISCUSSED
6. Consider Wisconsin Department of Transportation /County Trunk Highway Work
Zone/Flagger Policy
Rob Krejci provided information regarding the State and County Work Zone Flagger
Policy. This policy would provide consistency with the recently implemented WisDOT
Flagger policy. The Transportation requested the Highway Department contact as many
utility companies as possible for notification purposes.

7. National Work Zone Safety Week April 20-24, 2020 Update
Rob Krejci shared information regarding the National Work Zone Safety Week. Staff
plans to post accordingly.
