1. Transportation Committee Regular Meeting March 16, 2020 8:30 AM

1. Election of Chair and Vice Chair
Chair-Nomination by Dave Ostness/Richard Ottino to elect William Peavey as Chair of
the Transportation Committee. Motion carried.
Vice Chair-Nomination by Dave Ostness to elect Ed Schachtner as Vice Chair.
Nomination by Ed Schachtner to elect Dave Ostness as Vice Chair.
Dave Ostness declined nomination. Motion made by Dave Ostness/William Peavey
to elect Ed Schachtner as Vice Chair of the Transportation Committee.
RESULT: DISCUSSED
2. Establish a Meeting Schedule and Location
Motion made by Dave Ostness/Ed Schachtner to schedule the Transportation Committee
meeting at 8:30 am, the 3rd Monday of every month at the Highway Facility in Baldwin
or via Zoom. Motion carried.

3. Financial Report April 2020
Kathy Rineck reviewed the April 2020 Financial Report.

Town of Richmond County Trunk Highway A Canadian National Intermodal Site
Rob Krejci gave an update on the railroad intermodal site that is proposed in the Town
of Richmond adjacent to County Trunk Highway A. Rob Krejci notified the
Transportation Committee that the Office of Commissioner of Railroads has a hearing
scheduled in June to consider the proposed railroad crossing of 105th Street.
RESULT: DISCUSSED
Citizen Concern Letter-Damage to County Trunk Highways by All Terrain Vehicles
Staff shared citizen concerns regarding ATV/UTV usage on County Roads. Staff also
discussed a citizen letter discussing the damage on County Trunk Highway BB due to the
carbide tipped horse shoes. Rob Krejci said the Department was aware of the concern
and monitoring the situation if further maintenance would be required.

Baldwin Highway Facility Update
Todd Rehnelt shared information about the lightning strike and the closing out of the
construction phase at the Baldwin Highway Facility.

Construction Schedule Update
Rob Krejci updated the active and completed construction projects, discussed the
pending road closure on State Highway 12/County Trunk U at the railroad crossing for
repair to be done by Union Pacific Railroad. County Road E and County Road GG are
Federal Program projects with the construction being completed by private contractors.
Equipment was damaged from vandalism on Daly Road, staff is working with the Sheriff
Department.

COVID19 Highway Response Update
Rob Krejci updated the Transportation Committee on the work schedules and safety
measures put in place with assistance from Administration and Public Health.
