1. Transportation Committee – Regular Meeting – December 21, 2020 8:30 AM

BUSINESS ITEMS
1. Monthly Financial Report
Kathy Rineck reviewed the Highway Department Financial Report
RESULT: DISCUSSED
2. Highway Department Report
Staff reviewed potential legislation on highway related topics. These included
items affecting flagging operations, allowing green lighting on municipal
maintenance vehicles, driver’s education requirements in relation to work zones,
and passive speed zone enforcement in work zones. Winter Maintenance Update:
Staff reviewed winter maintenance activities, including an incident in which a semi
struck a county plow vehicle on I-94. The County’s operator was not injured and
the truck had minimal damage.
Highway Department Pilot Initiatives: Krejci provided an update on department
pilot initiatives including fog sealing, invasive weed, and vegetation control.
These pilots are in year two and evaluation for long term viability will be
measured. Krejci hopes these programs can reduce long-term expenditures in
portions of the maintenance program.

3. County Trunk Highway A/McCutcheon Road Update
Jeff Durkee reviewed the intersection control study completed for County Trunk
Highway A and McCutcheon Road in the Town of Hudson. Staff is reviewing options
for intersection control and funding that are available. Staff discussed the findings
which included a roundabout as a preferred alternative.

4. Review and Discuss City of Hudson Carmichael Road Interchange Project Request to
the Wisconsin Department of Transportation
The City of Hudson sent a letter to the Wisconsin Department of Transportation
requesting them to program reconstruction of the I-94 Exit 2 Carmichael Road
Bridge and proposed access ramps.
Staff reviewed the letter and the Committee requested to stay informed on future
progress of the project.

5. 2021 State & County Planned Construction Update
Staff reviewed the 2021 planned construction on both County and State Highways
within the County. Krejci mentioned that the Highway Department was planning to
apply fund balance on planned 2021 County Highway construction from projects
delayed in 2019/2020.

6. Consider ATV/UTV Route Trail Applications
Motion made by Schachtner/Hall to recommend adoption by the County Board of
ATV/UTV Route Trail applications for County Trunk Highway I from 50th Street to 60th
Street (Town of Somerset), and County Trunk Highway NN from 50th Avenue to 60th
Avenue (Town of Cady). Motion carried.
