BUSINESS ITEMS
1. Highway Department Monthly Financial Report
Kathy Rineck and Rob Krejci reviewed the Monthly Financial Report
RESULT: DISCUSSED
2. Review 2022 Capital Improvement Projects
Ken Witt and Rob Krejci reviewed information regarding replacement of the Hudson
Highway Shop. This has been added to the County Capital Improvement Program as
part of a five year plan.
RESULT: DISCUSSED
3. Highway Department Staffing Update
Jim Rebhan retires Friday, June 25 after 31 years of service. The Seasonal Labor wage has
been increased to attract more applicants. The Highway Department is in the process of
hiring an Engineer as well as two Operators whose positions are open due to
retirements.
RESULT: DISCUSSED
4. County Highway Construction Update
The Operations Department is on track with the 2021 schedule of State and County
projects that include maintenance, construction, chip seal, mill/resurface and pave. Chip
sealing and fog sealing applications will continue for the next month throughout the
County.

5. Hudson Highway Facility Wisconsin Department of Transportation Agreement Report
The State of Wisconsin funded a brine blending system for the Hudson Highway facility.
This will allow the County to have on demand brine in the Hudson area and lower the
materials cost for winter maintenance.
RESULT: DISCUSSED
6. Project Design Update County Road E from 14 Avenue to County Road V
St. Croix County received a Surface Transportation Project grant to reconstruct County
Road E from 14 Avenue to County Road V. The Highway Department is working with an
Engineering firm to acquire Right of Way. This project is funded by 80 percent
Federal/State funding and is scheduled to be constructed in 2022.
RESULT: DISCUSSED
7. Interstate 94 & County Road NN Bridge Update
The Wisconsin Department of Transportation has scheduled replacement of the I94 &
County Road NN bridges in the fall of 2021. WisDOT has requested permission to close
County Trunk Highway NN for 30 days to allow for construction of the two structures.
WisDOT will be responsible for the closure notice.

8. Amendment to Chapter 79 All-Terrain and Utility Terrain Vehicle Route Ordinance
