1. Monthly Financial Report
Kathy Rineck reviewed the Highway Department Financial Report.
RESULT: DISCUSSED
2. Highway Department Report
Staff provided an update on Surface Transportation Program (STP - Rural/Urban)
applications that were submitted to Wisconsin Department of Transportation.
Department Staffing Update-The Highway Department currently has one operator
position open. The Highway Department has had 15 employees retire in the last three years.
Snowplow Driver Appreciation Day-The Highway Department will be recognizing the
Operations staff on November 18, in honor of Snowplow Driver Appreciation Day .

3. County Highway Project Update
Due to a delay in hot mix for the 2021 paving season, County Trunk Highway U will be
rescheduled for paving in 2022. Dave Ostness commented on the positive calls he has
been receiving regarding the 2021 construction and paving season.

4. Winter Maintenance Update
Staff highlighted a number of staffing changes in plow routes for the 2021/2022 winter
season.
RESULT: DISCUSSED
5. Local Road Improvement Program Update and Timeline
Staff has been receiving Local Road Improvement applications from various Towns and
Cities within St. Croix County. The deadline for submittal is November 12, 2021.
RESULT: DISCUSSED
6. Ordinance Reenacting Chapter 78 Implements of Husbandry
Motion made by Dave Ostness/Rick Ottino to recommend adoption of changes to St.
Croix County Ordinance 78, Implements of Husbandry.
Motion carried.
