Transportation Committee – Regular Meeting – May 16, 2022 8:30 AM RESULT: ACCEPTED PUBLIC COMMENT Citizens from St. Croix County gave public comment to the Transportation Committee. BUSINESS ITEMS 1. Monthly Financial Report Kathy Rineck presented an update of the Highway Department Finances. RESULT: DISCUSSED 2. 2023 Capital Improvement Plan (CIP) Budget Ken Witt and Leah Simington presented information regarding the County's Capital Improvement Plan and the Highway Department's Capital Improvement project currently scheduled at the Hudson Highway Facility. RESULT: DISCUSSED 3. Resolution Dissolving Transit Commission Motion made by J. VanSomeren/M. Barcalow to dissolve the St. Croix County Transit Commission. Motion carried. Amendment to Chapter 79 of the St. Croix County Code of Ordinances - All-Terrain and Utility Terrain Vehicle Route Ordinance Motion made by P. Adams/M. Barcalow to add two routes to Chapter 79 of the St. Croix County Ordinances. Motion carried. Highway Department Monthly Report -Department Staffing Update-Rob Krejci reviewed on-going recruitment efforts and employee turnover rates at the Highway Department. -County Trunk Highway SS Property - Right of Way Issue - Rob Krejci reviewed on going property issues and the letter sent to the landowner. RESULT: DISCUSSED 6. Consider Scheduled Night Shift Incentive Pay Motion made by J. VanSomeren/M. Barcalow to approve a proposal to create night-shift incentive pay per the attached policy and recommend approval in the 2023 budget. Motion carried. Review May 2022 Flood Damage & Wisconsin Department Of Transportation Disaster Damage Aid Petition Rob Krejci reviewed the State of Wisconsin-Department of Transportation Disaster Aids petition for the May 2022 flood event. RESULT: DISCUSSED 8. Review Highway Department Equipment Marking Policy Rob Krejci reviewed the St. Croix County Highway Department Equipment Marking Policy. RESULT: DISCUSSED 9. Review Highway Department Vehicle Assignment Policy Rob Krejci reviewed the St. Croix County Highway Department Vehicle Assignment Policy. RESULT: DISCUSSED 10. Review of Mandated Services-Signing and Work Zone Policies Rob Krejci reviewed the St. Croix County Highway Department's mandated signing and work zone policy documents. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE A public information meeting has been scheduled for July 13, 2022 regarding the County Road A and McCutcheon Road project scheduled for construction in 2024.
