Approval of Minutes
1. Minutes of Previous Meeting - December 19, 2024
Minutes were accepted as presented.
Public Comment
Celeste Koeberl spoke in favor of the Chapter 11 amendment and future water quality protections.
John Kahler spoke in regards to the amended Eckert Blufflands Master Plan with concerns about traffic, hunting,
property boundaries, etc.

No public hearings were held.
Business
1. Discussion Related to Amending the St. Croix County Comprehensive Plan
Community Development Director Kjeseth went through the proposed amendments to the St. Croix County
Comprehensive Plan related to coordination, utility scale energy production, and the new ag census data.
2. Consideration of St. Croix County UW-Extension 2025 Work Plan
Community Development Director Kjeseth discussed possible areas and topics for UW-Extensions work plan.
3. Discussion on Eckert Blufflands Park Master Plan Amendment
Director Kjeseth provided a presentation on the amended Eckert Blufflands Master Plan.
4. Consideration of Annual Park Pass Fee Changes
Director Kjeseth went over the proposed fee reduction for out-of-state annual park passes and the reasoning behind it.
Motion: MOTION to approve all annual park pass fees $30 for 2025, no additional charge for out-of-
state.
Result: Passed

5. Update on 2024 Zoning Permit Numbers
Director Kjeseth went over the 2024 zoning permit numbers. Some highlights are a 26% increase in sanitary permits and
29% increase in minor land divisions.
