1. Executive Committee of the Community Justice Collaborating Council Regular
Meeting December 17, 2020 12:00 PM
Minutes of December 17, 2020 was accepted as presented.

BUSINESS ITEMS
1. CJCC and Treatment Alternatives & Diversion Financial Review
Mike O'Keefe, CJCC Coordinator, gave an update on the 2021 CJCC and TAD budgets. He
states the 2020 TAD grant was modified at the end in an effort to encumber unspent
funding. The modification was approved by the WI Department of Justice (DOJ). This
approval allowed the Treatment Courts to purchase iPads for the entire team in an effort
to reduce paper costs and make sharing information about offenders more secure.
RESULT: DISCUSSED
2. Treatment Alternatives & Diversion (TAD) Grant 2021 Update
Mike O'Keefe, CJCC Coordinator, discussed the current 2021 Treatment Alternatives &
Diversion (TAD) grant. He states they are very early in the process, but we should still be
thinking about the upcoming 2022-27 TAD grant that will be released for competition
this summer. Kimberly Kitzberger, Treatment Court Coordinator, states the WI
Department of Justice (DOJ) just announced that TAD grant funding in 2021 can be
used to help offset costs of residential treatment for offenders who fall under the TAD
statute. We will not receive additional funding and current funds must be used through
an approved modification request. This would ultimately save some county resources.
RESULT: DISCUSSED
3. 2022 TAD Grant Workgroup Update
Judge Needham discussed the Treatment Alternatives & Diversion grant workgroup he
assigned at the last CJCC Council meeting. He states St. Croix County should attempt to
submit a grant that is unique and outlines the progress we have made in the past five
years of the last grant cycle.
RESULT: DISCUSSED
4. Justice System Improvement Workgroup Update
Judge Needham discussed the Justice Systems Improvement Task Force he assigned at
the last CJCC meeting. He would like this group to look at available services offered to
defendants/offenders and see if there is a way we can bring all of these under one
umbrella and create a more independent model for the County.

5. CJCC Council Meeting Agenda Items for March 18, 2021
