EXECUTIVE COMMITTEE OF THE COMMUNITY JUSTICE COLLABORATING COUNCIL

BUSINESS ITEMS
1.Treatment Alternatives & Diversion (TAD)Grant Update
Susan Capparelli informed the group that our latest TAD disbursement was received on
October 25th; We have received a total of $163,584 to date. The 2022 Grant has been
written and submitted. We are asking for essentially the same as the prior funding with
some alterations in expenses as they have increased dramatically, especially, in the
testing of participants. Out of an abundance of caution, the Treatment Court Worker
position remains open but on hold until the funding announcement has been received.
We will know about the funding by the end of the year as the new cycle starts January 1.
RESULT: DISCUSSED
2. Justice Support Services Update
Susan Capparelli informs the group that Shelby Hilden has been officially hired as the
Justice Support Center Coordinator; she has fulfilled the position during transition and
after the interview process, was selected as the Coordinator. Shelby and Susan have been
working on operations and policies, as well as, solidifying work forward via contracts, etc.
as a civilian group. Tina Sitz is primary on assessing across the County for Pretrial and
COMPAS Diversion. TIna will train all staff of the future on assessing. Finally, Ali Bolstad
has accepted the position as Pretrial Case Management Specialist and will carry the bulk
of the case management work. Information was provided on Tyler Technologies
(previously, Caseload Pro used by the Sheriff' s Office), and the potential for a reduced
rate contract for five years at $31,000. Moving forward with this contract would allow the
historical files from the Sheriff's Office to remain in a County-held system if reference is
needed by the Sheriff' s Office.

3. St. Croix County Court Appointed Special Advocates (CASA) Update
Dustin Haider was introduced to the Executive group. Dustin is the new Executive
Director for the St. Croix County Court Appointed Special Advocates (CASA) program.
Dustin updates the group about current CASA Board member work; his training to date
and the program's hope to bring on 5-7 Advocates to be trained in January and "ready
to serve children" by February, 2022. Then by March, another 5-7 trained and ready by
April, and so on. Judge Needham indicates there are currently approximately 80 children
in out of home placement. Kate Avoles mentioned speaking to the local Bar Association
about the CASA program and its needs.

4. CJCC Membership and Subcommittee Review and Membership Update
Susan Capparelli provided an update on subcommittee meeting groups that have met -
the Criminal Justice and Domestic Violence & Family Issues Subcommittees have both
met. The Behavioral Health Subcommittee did attempt its first meeting but lacked a
quorum; Bob Rohret will be attempting a new meeting in the short term. Membership
lists were discussed. Susan will work with Kate Avoles on membership and contacting
those that have been absent from meetings - interest may have altered, etc. Susan
mentioned that the current CJCC Bylaws were last reviewed and updated in January of
2020 and may benefit from a new review. Judge Needham asked if Kate Avoles and
Susan could meet and come up with plans for both membership and Bylaws.

5. Review and Approve Agenda Items for the November 11, 2021 CJCC Council
Meeting
Agenda items for the next November 11th CJCC meeting were discussed. As it is
Veteran's Day, Phillip Landgraf, Veteran's Services, will present. Dustin Haider was asked
to also present on behalf of CASA with CASA Board President, Roy Sjoberg. Agenda
Items were slated.
