1. Executive Committee of the Community Justice Collaborating Council – Regular
Meeting – June 18, 2020 12:00 PM
Minutes of June 18, 2020 are accepted as presented.

BUSINESS ITEMS
1. CJCC and Treatment Alternatives & Diversion (TAD) Grant Financial Report
Mike O'Keefe, CJCC Coordinator, reported that CJCC and Treatment Alternative &
Diversion (TAD) expenses are on track for the current fiscal year.

2. Treatment Alternatives & Diversion (TAD) Grant Update
Mike O'Keefe, CJCC Coordinator, Lisa Multhauf, Diversion Program Supervisor and Kim
Kitzberger, Treatment Court Coordinator reported that the 2021 Treatment Alternatives
& Diversion (TAD) grant has been released and the submission date is September 14,
2020. They also discussed the need for increased UA testing at the Day Report Center
(DRC) for offenders participating in the Diversion Program and Treatment Court. Judge
Waterman states we are not meeting treatment court standards with respect to testing
for offenders involved in programming. He suggested a solution would be to provide
some assistance to the DRC. Judge Waterman states that Kim Kitzberger and Lisa
Multhauf worked together and made a proposal to use funds from TAD, the Treatment
Court budget and County funds to hire a civilian worker through a non profit agency.
This idea was well received by the Sheriff's Office and if the 2021 TAD Grant is approved
we should be able to implement the hiring of the position by January 1, 2020. Chief
Deputy Borgschatz met with Justice Point Inc and it appears they are interested in
contracting with St. Croix County for a position like this.

3. St. Croix County COVID-19 Court Reengagement Update
Judge Needham gave an update on the St. Croix Count COVID-19 Court Reengagement
process. He states the courts are receiving frequent requests to reschedule hearings due
to the COVID-19 issue. Judge Needham states the courts are still using Zoom as a
resource for certain types of appearances. District Attorney Michael Nieskes states his
office is still working remotely on a rotation basis and will continue for the immediate
future. Judge Needham discussed the use of the County Board room to stage jurors and
the issues involved in this process.

4. CJCC Subcommittee Reports
Mike O'Keefe, CJCC Coordinator, gave an update on the current status of each CJCC
Subcommittee. Judge Waterman discussed the Court Appointed Special Advocates
(CASA) program and the next steps for implementation.

5. Agenda Items for CJCC Council Meeting - September 10, 2020
Judge Needham asked for agenda items for the upcoming CJCC meeting on September
10, 2020. He states any future agenda items should be forwarded to Mike O'Keefe and
he will get approval to place on the agenda.
