APPROVAL OF MINUTES
1. Executive Committee of the Community Justice Collaborating Council Regular
Meeting August 27, 2020 12:00 PM
Minutes of August 27, 2020 meeting are accepted as presented.

BUSINESS ITEMS
1. CJCC and Treatment Alternatives & Diversion (TAD) Financial Review
Mike O'Keefe, CJCC Coordinator, gave an update on the projected 2021 CJCC and
Treatment Alternatives and Diversion (TAD) grant budgets. There will be an increase in
the CJCC budget for 2021 due to the addition of a contractual position being added to
the Day Report Center (DRC). This position will be paid for with a combination of funding
from the 2021 TAD Grant, Drug Court funds for UA testing and County funding. He
states the intent of this position is to assist DRC staff with administrative duties as well as
collect UA samples from Treatment Court and Diversion Program participants. O'Keefe
states they are working on a contract with JuscticePoint, Inc. The amount for this
contractual position will be $72,000 in 2021. District Attorney Michael Nieskes made a
motion to accept the 2021 CJCC and TAD Budget, Second by Kate Avoles. Motion carried
unanimously.

2. Treatment Alternatives & Diversion (TAD) Grant Update
Mike O'Keefe, CJCC Coordinator gave an update on the 2021 Treatment Alternatives and
Diversion (TAD) grant that was recently approved by the WI Department of Justice (DOJ).
He states the amount will be the same as in 2020 and this will be our last year of a 5 year
competitive grant cycle. O'Keefe states we will have to reapply in 2022 for the next cycle
which runs from 2022-27.
RESULT: DISCUSSED
3. CJCC Subcommittee Reports
Mike O'Keefe, CJCC Coordinator gave an update on CJCC Subcommittees that have met
in the past month. He states that an emergency room physician has joined the CJCC
Substance Abuse Subcommittee. Her name is Dr. Amy Walsh and she is an ER Doctor at
Westfields Hospital and Hudson Hospital. O'Keefe also states there will be a meeting on
October 26, 2020 for the proposed CASA program in St. Croix County. The meeting will
include Judges from Barron and St. Croix Counties as well as the Board of Directors from
CASA of Western WI, Barron County.
RESULT: DISCUSSED
4. Agenda Items for CJCC Council Meeting - November 12, 2020
Future agenda items for the CJCC Council meeting on November 12, 2020; 1.) CASA
Update, 2.) 2021 CJCC & TAD Budget approval, 3.) Replacement for At-Large CJCC
Executive Committee member. Any other agenda items can be forwarded to Mike
O'Keefe and he will ask for approval from Judge Needham, Chair, to place on the
agenda.
