Michael Waterman, Jodi Sachsenmaier, Kim Kitzberger, Mike O'Keefe, Scott Knudson, Bob Feidler, and Lisa Multhauf, APPROVAL OF MINUTES 1. Executive Committee of the Community Justice Collaborating Council – Regular Meeting – June 27, 2019 12:00 PM Minutes of June 27, 2019 were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Review Rescheduling the November 14, 2019 CJCC Meeting Mike O'Keefe, CJCC Coordinator, requested moving the November 14, 2019 CJCC meeting to a different date to accommodate a training opportunity. He states the Circuit Court Judges have approved using designated funds to sponsor a training related to domestic violence issues and the trainer is available on the date in November. Judge Needham directed Mike O'Keefe to look at an alternate date for the CJCC meeting in November and report back to this Subcommittee. RESULT: DISCUSSED 2. Review COMPAS/Court Assessor Position - Treatment Alternatives & Diversion Grant Mike O'Keefe, CJCC Coordinator, states the current COMPAS/Court Position is funded by the Treatment Alternatives and Diversion (TAD) grant and through a contract with Lutheran Social Services (LSS). LSS has proposed a 34% increase for this position in 2020 and after careful review by the TAD Grant Oversight Team which is comprised of Lisa Multhauf, Kimberly Kitzberger, and Mike O'Keefe they feel it would bring more stability to this position if it was converted to a County position. The TAD grant would continue to be the revenue stream to support this position. We also have a .5 FTE Case Management position that would be discontinued at the end of 2019 and those duties would be absorbed into the COMPAS/Court Assessor position, with Mike O'Keefe acting as back up COMPAS Assessor. Pat Thompson makes a motion to request the COMPAS/Court Assessor position funded through the TAD grant be moved to a County position, Roger Larson seconded. The motion passed with Michael Nieskes abstaining. RESULT: DISCUSSED 3. Review Status of the Crime Data Analyst Position Discussion was held on the vacant Crime Data Analyst position. The Sheriff's Office has made a request in the upcoming budget to convert this position to an open records custodian and evidence records manager. There has been a significant increase in requests for open records since implementing body cams with law enforcement officers and supervisors have been assuming these responsibilities. The Crime Data Analyst position is currently funded by the Sheriff's Office. RESULT: DISCUSSED 4. Review Potential for Implementation of an Intoxicated Driver Intervention Program (IDIP) Discussion was held on the potential to fund an Impaired Driver Intervention Program (IDIP) for OWI 2nds, 3rds, and some 4ths. This would require a new position and there is funding available through the Treatment Alternatives and Diversion (TAD) grant under expansion funds. Lisa Multhauf states this would be an early intervention program to make sure people are following prescribed treatment recommendations during the course of the agreement. Judge Waterman asked what the goals of the program would be and how would we measure achievement of them. Judge Needham states we should bring this issue back to the group at our next meeting.
