1. Executive Committee of the Community Justice Collaborating Council – Special
Meeting – August 6, 2019 12:00 PM
Minutes of August 6, 2019 were accepted as presented.

BUSINESS ITEMS
1. CJCC and Treatment Alternatives & Diversion (TAD) Financial Reports
Mike O'Keefe, CJCC Coordinator, discussed the CJCC and Treatment Alternatives &
Diversion (TAD) grant budgets. Both budgets are within established guidelines. The 2020
TAD grant application will include a funding request for an Intoxicated Driver's
Intervention Program (IDIP). This request will fall under TAD Program Expansion funding
added through the Governor's budget and counties not currently receiving TAD funds
will have the first opportunity to receive assistance. St. Croix County is in the fourth year
of a five year non competitive grant cycle so we should continue to receive$154,500
annually for each of the next two years.
RESULT: DISCUSSED
2. Review November 14, 2019 CJCC Meeting Date
Mike O'Keefe, CJCC Coordinator, states he attempted to move the November 14, 2019
CJCC meeting to another day and time to accommodate the proposed domestic violence
training but was unable to do so given the judicial calendar. Discussion was held and a
decision was made to cancel the November CJCC meeting.
RESULT: DISCUSSED
3. Review CJCC Subcommittee Progress
Discussion was held on progress by CJCC Subcommittees. Judge Needham announced
St. Croix County was not selected for the Court Appointed Special Advocates (CASA)
grant. He also announced he will appoint Judge Waterman to the CJCC Substance
Abuse Subcommittee.
RESULT: DISCUSSED
4. Review Intoxicated Driver Intervention Program (IDIP) Goals & Objectives
Discussion was held on the need for an Intoxicated Driver Intervention Program (IDIP) in
St. Croix County (SCC). This issue has been reviewed by the CJCC Substance Abuse
Subcommittee and it was determined there is a need for intervention strategies for OWI
2nd, 3rd, and eligible 4ths in our County. Mike O'Keefe, CJCC Coordinator reported
there is a potential for start up funding through the TAD Grant. He states Governor
Evers has set aside additional diversion funding for new programming and this would be
an appropriate use of these monies, but this would be a very competitive process.
O'Keefe states they will submit a grant to support a staff position in the District
Attorney's Office as a program like this would be under a diversion agreement. Kate
Avoles asked about finding a way to start a community service component for this
program.

5. Review Agenda Items for CJCC Meeting on September 12, 2019
Future agenda items for the next CJCC meeting on Thursday, September 12, 2019; 1.)
Approve Judge Waterman joining the CJCC Substance Abuse Subcommittee, 2.) Give
authority to CJCC Executive Subcommittee to approve the 2020 CJCC budget, 3.) Discuss
Intoxicated Drivers Intervention Program (IDIP), 4.) Report from Sheriff on timeline of Jail
renovation project.
RESULT: DISCUSSED
