Executive Committee of the Community Justice Collaborating Council – Regular Meeting – January 24, 2019 12:00 PM Judge Needham accepted the minutes of January 24, 2019 as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC and Treatment Alternatives & Diversion (TAD) Budget Review Mike O'Keefe, gave an update on the CJCC and Treatment Alternatives & Diversion (TAD) Budgets. Both budgets are within guidelines and the first claim for reimbursement for the TAD Grant will be at the end of March, 2019. RESULT: DISCUSSED 2. CJCC Subcommittees Updates Mike O'Keefe, CJCC Coordinator, gave an update on each CJCC Subcommittee and states there will be a full report from each chair person at the CJCC Council meeting on March 14, 2019. He also announced there will be a Court Appointed Special Advocates (CASA) presentation on Wednesday, April 24, 2019, at 12:00 p.m., - County Board room. The presenter will be Sue Schwartz, Director, WI CASA organization. This presentation is being sponsored by the CJCC Community Engagement Subcommittee which has been tasked with looking at the viability of a CASA Program in St. Croix County. RESULT: DISCUSSED 3. Barron County Letter of Support - Jayme Closs Mike O'Keefe, CJCC Coordinator, provided a copy of the letter of support mailed to the Barron County Sheriff's Department and District Attorney's Office acknowledging the work done in securing the safe return of Jayme Closs. RESULT: DISCUSSED 4. St. Croix County Community Substance Use Snapshot Survey Research Request Kimberly Kitzberger, Treatment Court Coordinator, presented a draft copy of a proposed Substance Use Survey that the CJCC Substance Abuse Subcommittee would like to adopt and send to a select group of County residents. The purpose of the survey is to gather anonymous statistical data about drug use in St. Croix County and or surrounding areas. This proposed survey is a joint venture between the CJCC Substance Abuse Subcommittee and the University of WI River Falls (UWRF). A survey of this type will need to be sanctioned by the CJCC Executive Subcommittee and approved by the University's Institutional Review Board (IRB). Ms. Kitzberger, UWRF Assistant Professor Phillip Galli, and Alicia Duven have taken the lead on this project. A motion was made by Pat Thompson, second by Kate Avoles to approve the partnership for this project between UWRF and St. Croix County. Motion was approved unanimously. RESULT: DISCUSSED 5. Senator Schachtner -"Written Off" Screening & Panel Discussion Request Discussion was held on a request by Senator Patty Schachtner's Office to have the St. Croix County CJCC assist with setting up a community event to show a documentary, Written Off, and follow with a panel discussion. A question about sponsorship of this event was raised and Judge Needham states he will contact Senator Schachtner to discuss this issue. RESULT: DISCUSSED 6. Agenda Items for CJCC Meeting on March 14, 2019 1.) Mike Darrow, New Richmond City Administrator, to do a presentation on their initiative to assist with the housing situation that has been affected by the closing of the Lowrey Hotel. 2.) Subcommittee reports. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE Kate Avoles, Vice Chair, will chair the CJCC meeting on March 14, 2019. Judge Needham will be on a scheduled vacation. ADJOURN Judge Needham adjourned the meeting at 12:41 p.m. DATE OF NEXT MEETING The next CJCC Executive Subcommittee is Thursday, March 28, 2019, 12:00 p.m., Government Center - Administration Conference room - 1411. The next CJCC Council meeting is Thursday, March 14, 2019, 8:00 a.m., Government Center - County Board room.
