Michael Waterman, Kevin Hamlin, and Mike O'Keefe APPROVAL OF MINUTES 1. Executive Committee of the Community Justice Collaborating Council – Regular Meeting – October 25, 2018 12:00 PM Motion by Michael Nieskes to approve October 25, 2018 minutes, second by Roger Larson. Approved unanimously. RESULT: ACCEPTED PUBLIC COMMENT The Hon. R. Michael Waterman commented on the low numbers of people involved in the Matrix Treatment Program at the St. Croix County Services Center. BUSINESS ITEMS 1. CJCC and Treatment Alternatives & Diversion (TAD) Grant Budgets Mike O'Keefe, CJCC Coordinator, gave a summary of the CJCC and Treatment Alternatives & Diversion (TAD) budgets. Both budgets are within guidelines. Michael Nieskes asked if we could find out how much TAD Grant money is returned by counties to the WI Department of Justice (DOJ) at the end of the year. If some counties are unable to use all of their requested funding are others able to apply for the returned monies. Mike O'Keefe will contact DOJ to see if a report is available and if requesting more funding is possible. RESULT: DISCUSSED 2. Treatment Alternatives & Diversion (TAD) 2018 & 2019 Grant Update Mike O'Keefe, CJCC Coordinator, discussed the final closeout amount for the 2018 Treatment Alternatives & Diversion (TAD) Grant. We encumbered approximately 97% of requested funding. O'Keefe states we do estimated projections when we submit the grant request and personnel actions throughout the year affects the final reimbursement amount. RESULT: DISCUSSED 3. Crime Data Analyst Report - Risk Terrain Modeling Update Kevin Hamlin, Crime Data Analyst, reported on his progress with the Risk Terrain Modeling he is using to identify geographic areas in St. Croix County where we should be recruiting for Foster Care families/placements. RESULT: DISCUSSED 4. Update on Available Risk and Needs Assessments Mike O'Keefe, CJCC Coordinator, discussed the number of available risk and needs assessments that are available in our system. He would like to expand the current use of assessments and will draft a plan to present to Circuit Court Judges and other stakeholders. RESULT: DISCUSSED 5. Agenda Items for CJCC Meeting on March 14, 2019 Agenda Items for the March 14, 2019 CJCC meeting; 1.) Mike Darrow, New Richmond City Administrator, will give a presentation on the homeless situation in their City. 2.) Reports from all Subcommittees on current structure and status. Note; Judge Needham will be unavailable for the CJCC meeting on March 14, 2019. Vice-Chair Kate Avoles will chair the meeting. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE ADJOURN Judge Needham adjourned the meeting at 12:41 p.m. DATE OF NEXT MEETING The next CJCC Executive Subcommittee meeting is Thursday, February 28, 2019, 12:00 p.m., Government Center, Administration Conference room -1411. The next CJCC Council meeting is Thursday, March 14, 2019, 8:00 a.m., Government Center, County Board room.
