1. Executive Committee of the Community Justice Collaborating Council – Regular
Meeting – April 25, 2019 12:00 PM

BUSINESS ITEMS
1. CJCC and Treatment Alternatives & Diversion Grant Budget Review
Mike O'Keefe, CJCC Coordinator reviewed the CJCC and Treatment Alternatives &
Diversion (TAD) budgets to date.
RESULT: DISCUSSED
2. Treatment Alternatives & Diversion (TAD) Updates
Kim Kitzberger, Treatment Court Coordinator, and Lisa Multhauf, Diversion Program
Supervisor, each gave a summary of the site visit that was conducted on each program
by the WI Department of Justice ((DOJ) on May 1, 2019. The purpose of the visit was to
review each program under the purview of the Treatment Alternatives & Diversion (TAD)
grant and summarize progress as well as make recommendations for improvement.
Each program was provided with a summary of the site visit with recommendations for
improvement in certain areas. Ms. Kitzberger and Ms. Multhauf each reported their
programs are functioning very well and the list of recommended improvements was
minimal. Mike O'Keefe, CJCC Coordinator, gave an update on the Lutheran Social
Services (LSS) contracts funded through the TAD grant. LSS contacted St. Croix County
(SCC) a few months ago notifying us of a rate increase in the contracts for the (1.0 FTE)
COMPAS/Court Assessor and (.5FTE) Treatment Court & Diversion Programs Support
Specialist positions for 2020. These proposed increases were 37% for the Assessor's
position and 25% for the Support Specialist. O'Keefe attempted to negotiate a lower
contract amount, but LSS staff stated this is what is needed for them to cover actual
costs of supervising these positions. We will be in the 4th year of a 5 year non
competitive cycle for the TAD grant which means the amount we receive cannot be
increased, so the proposal by LSS is not sustainable within the current structure. For the
2020 TAD grant proposal Mike O'Keefe, Lisa Multhauf, and Kim Kitzberger are
recommending to cut the .5 FTE Support Position, add those job duties to the
COMPAS/Court Assessor's position, and make a request to move it to a SCC staff
position. A motion was made by Pat Thompson, second by Michael Nieskes to
discontinue the LSS contracts in 2020 with appropriate written notice. The motion passed
unanimously.

3. CJCC Subcommittee Updates
Mike O'Keefe, CJCC Coordinator, gave an update on the current activities of each CJCC
Subcommittee.

4. Agenda Items for CJCC Council Meeting - July 11, 2019
Agenda items for the next CJCC meeting on July 11, 2019; 1.) Proposed mental health
cell expansion in the Jail.
RESULT: DISCUSSED

Mike O'Keefe stated he attended a Polk County CJCC meeting and it was well attended. He also
discussed the report that was released by the Eau Claire County Board on their current jail study.
Bob Feidler announced he is planning a Substance Abuse Community Educational Forum
sometime in the next 2 months.
