R. Michael Waterman, Jodi Sachsenmaier, and Mike O'Keefe. APPROVAL OF MINUTES 1. Executive Committee of the Community Justice Collaborating Council – Regular Meeting – August 29, 2019 12:00 PM Minutes of August 29, 2019 were approved as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC and Treatment Alternatives & Diversion (TAD) Budget Review Mike O'Keefe, CJCC Coordinator gave a report on the CJCC and Treatment Alternatives & Diversion (TAD) budgets. Both budgets are within prescribed guidelines for this period of time. He also stated we should be hearing something very soon on the TAD grant request for 2020. RESULT: DISCUSSED 2. Review CJCC Membership Mike O'Keefe, CJCC Coordinator reminded the Executive Subcommittee that the full CJCC made a motion to add another voting member as a representative from municipal court. Judge Needham directed Mike O'Keefe to contact Chris Channing, District Court Administrator, Tenth Judicial Administrative District to put out a notice of interest in the position. He also directed O'Keefe to set up interviews with members of the Executive Subcommittee. Judge Needham also stated all Judges should be voting members on the Treatment Court Oversight Subcommittee. O'Keefe will amend bylaws for approval at the next meeting. RESULT: DISCUSSED 3. Review CJCC Subcommittees Progress Mike O'Keefe, CJCC Coordinator gave an update on CJCC Subcommittees. Of note the Domestic Violence (DV) Subcommittee is sending a four person team from St. Croix County to a one day state sponsored DV training on November 22, 2019 at the WI Dells. RESULT: DISCUSSED 4. Review Domestic Violence Training on November 14, 2019 Mike O'Keefe, CJCC Coordinator, reminded the group there is a training on November 14, 2019 from 8:00 a.m - 12:30 p.m. at Faith Community Church. The topic of the training will be the Neurobiology of Trauma - Domestic Violence (DV). O'Keefe reported this training will be paid for with designated Court funding to be used specifically for issues related to DV . The trainers will be Dr. Chris Wilson, and the Hon. Shaun R. Floerke. O'Keefe is anticipating there will be approximately 80 attendees for this training. RESULT: DISCUSSED 5. Review Court Appointed Special Advocates (CASA) Program status Judge Waterman reported on the progress of developing a Court Appointed Special Advocates (CASA) program in St. Croix County (SCC). He stated SCC will not be part of the grant funding request, but Sue Schwartz, State Director of the WI CASA Association is planning to appeal this decision. Judge Waterman states in the meantime Ms. Schwartz is recommending setting up a steering committee for SCC. We would have to be sanctioned by CASA and raise our own funding through local grant opportunities. He states there is a meeting scheduled on December 3, 2019, room 1216, at 12:00 p.m., to review options for SCC. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE ADJOURN Judge Needham adjourned the meeting at 12:25 p.m. DATE OF NEXT MEETING The next CJCC Executive Subcommittee meeting is Thursday, November 21, 2019, 12:00 p.m., Government Center, Administration Conference room - 1410. The next CJCC Council meeting is Thursday, January 9, 2020, 8:00 a.m., Government Center - County Board room.
