Executive Committee of the Community Justice Collaborating Council Regular Meeting October 24, 2019 12:00 PM Minutes of October 24, 2019 were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC and Treatment Alternatives & Diversion (TAD) Financial Review Mike O'Keefe, CJCC Coordinator, updated the committee on the CJCC and Treatment Alternatives & Diversion (TAD) budgets. He states both budgets are within guidelines and we will request the final reimbursement from the TAD grant in January 2020. This will close out the 2019 TAD grant. RESULT: DISCUSSED 2. Treatment Alternatives & Diversion (TAD) Grant Update Mike O'Keefe, CJCC Coordinator, reported that St. Croix County (SCC) did not receive requested funding from the WI Department of Justice (DOJ) - 2019 TAD Expansion funds, for an Intoxicated Drivers Intervention Program (IDIP). He states there was a lot of competition for a limited amount of funding and preference was given to those counties not currently receiving TAD funding. O'Keefe states we still have a need for a program of this type and will have to explore other options. He states we have received approval for our regular TAD funding for 2020 in the amount of $154,500 with a match requirement of approximately $48,000. The match requirement will be covered by the Diversion Supervisor's and Treatment Court Coordinator's salaries. RESULT: DISCUSSED 3. CJCC Membership Review Kate Avoles states there is currently a supervisory vacancy in the Public Defender's Office and until that position is filled Attorney Jeremiah Harrelson may attend CJCC meetings as a voting member of the Council. RESULT: DISCUSSED 4. CJCC Subcommittee Updates District Attorney Michael Nieskes reported he is looking for mentors for the Veterans Program that is offered through the Diversion Program in his office. Mike O'Keefe gave updates on all other CJCC subcommittees and referred to the attached document in the agenda packet. He did note that 98 people attended the Neurobiology of Trauma - Domestic Violence on November 14, 2019. The training was held at the Faith Community Church in Hudson, WI and special thanks to Pastor Larry Szyman and staff for helping coordinate this event as well as providing the snacks and refreshments. O'Keefe states this was a very successful training event and would not have been possible without funding from the St. Croix County (SCC) Court budget which dedicates an annual amount to the prevention of domestic violence in our area. It was also noted by Judge Waterman that our grant application for funding of a Court Appointed Special Advocates (CASA) program in SCC was not approved. We will have to look for other funding sources to start a program like this. RESULT: DISCUSSED 5. Review CJCC Meeting Schedule for 2020 Mike O'Keefe, CJCC Coordinator, provided the committee with a calendar of proposed CJCC Council meetings for 2020. CJCC Council meetings will continue to be held on the 2nd Thursday of odd months starting in January 2020. RESULT: DISCUSSED 6. Review Agenda Items for CJCC Meeting on January 9, 2020 Proposed agenda items for the next CJCC meeting on January 9, 2020; 1.) CASA, 2.) Mental Health 211 presentation, 3.) Intoxicated Drivers Intervention Program (IDIP), 4.) Family Resource Center presentation. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE ADJOURN Kate Avoles adjourned the meeting at 1:02 p.m. DATE OF NEXT MEETING The next CJCC Executive Subcommittee meeting is Thursday, January 23, 2020, 12:00 p.m., Government Center - Administration Conference room 1410. The next CJCC Council meeting is Thursday, January 9, 2020, 8:00 a.m., Government Center - County Board room.
