ST. CROI CppU.NTY RESOLUTION ESTABLISHING ST. CROIX COUNTY LEGISLATIVE

PRIORITIES
1 WHEREAS, the Wisconsin Counties Association has identified numerous legislative
2 priorities for the 2025-2026 session to address critical issues facing counties statewide; and
3 WHEREAS, the St. Croix County Board recognizes the importance of prioritizing
4 legislative advocacy to ensure the needs of our county are addressed effectively;
5 NOW, THEREFORE, BE IT RESOLVED, that the St. Croix County Board of Supervisors
6 hereby identifies and prioritizes the following legislative agenda items for advocacy and action,
7 in the specified order of importance:
8 1. Item 71: Establish psychiatric residential treatment facilities to address mental health
9 service gaps.
10 2. Item 23: Continue investment in the maintenance of the county trunk highway system by
11 increasing funding for general transportation aid payments to counties in an amount equal
12 to 30% of the costs.
13 3. Item 18: Clarify county authority under Wis. Stats. 66.0401, relating to renewable energy
14 siting requirements.
15 4. Item 41: Allow counties to retain a larger portion of the real estate transfer fee to
16 strengthen local revenue capacity.
17 5. Item 42: Increase the circuit court costs appropriation to reflect a more equitable share
18 between the state and counties.
19 6. SCC Res 44: Addressing Financial Strain from Unfunded Residential Care Costs in
20 Wisconsin Counties for Out -of -Home Child Placements
21 BE IT FURTHER RESOLVED, that the St. Croix County Board directs its representatives
22 and officials to advocate for the advancement of these priorities at the state level through
23 collaboration with the Wisconsin Counties Association and other relevant stakeholders.
