Resolution No. 3 (2025)
RESOLUTION AMENDING 2025 BUDGET (1)
1 WHEREAS, the St. Croix County Board of Supervisors adopted the 2025 County
2 Budget on November 6, 2024; and

4 WHEREAS, Behavioral Health (BH) has identified an opportunity to enhance its
5 integrated clinic model by reallocating one Full -Time Equivalent (FTE) position from a
6 Substance Use Counselor (SUD) to a Mental Health Therapist (MHT); and
7
8 WHEREAS, the reallocation supports the County's integrated care model by employing
9 dual -trained providers to address both Substance Use Disorders (SUD) and mental health therapy
10 needs, thereby improving continuity of care and patient satisfaction; and
11
12 WHEREAS, Mental Health Therapists (MHTs) can bill at higher reimbursement rates
13 than Substance Use Counselors, supporting the County's financial sustainability; and
14
15 WHEREAS, Behavioral Health has secured a Qualified Treatment Trainee (QTT) grant
16 to cover the initial 2024 transition costs of $4,119, ensuring minimal financial impact for the
17 current budget year; and

19 WHEREAS, the potential long-term budgetary impact includes approximately $7,500
20 annually due to pay grade differences between the positions, which is anticipated to be partially
21 offset by increased billing revenues.

23 NOW, THEREFORE, BE IT RESOLVED THAT the St. Croix County Board of
24 Supervisors authorizes an amendment to the 2025 budget to reallocate 1.0 FTE from the
25 Substance Use Counselor position to a Mental Health Therapist position within Behavioral
26 Health.

28 BE IT FURTHER RESOLVED THAT the 2025 Budget shall be amended as follows:

30 • 222-4310-51110: Increase Mental Health Therapist Position Funding by $4,119
31 . 225-4310-533118-43560: Increase State Human Services Grant by $4,119
