APPROVAL OF MINUTES
1. Executive Committee of the Community Justice Collaborating Council – Regular
Meeting – December 21, 2017 12:00 PM
CJCC Executive Subcommittee Chair Hon. Eric J. Lundell asked if after review there
were any changes to the December 21, 2017 meeting minutes. With no changes a motion
was made by Pat Thompson and seconded by Michael Nieskes to approve the minutes as
submitted. A voice vote was taken and all approved.

PUBLIC COMMENT
The Hon. Eric J. Lundell introduced Kevin Hamlin as St. Croix County's Crime Data Analyst.
He states Kevin will be working in the St. Croix County Sheriff's Department and assisting the
CJCC as needed.
BUSINESS ITEMS
1. Treatment Alternatives & Diversion Grant (TAD) Update
Mike O'Keefe, CJCC Coordinator, reports no requests for a reimbursement from the
TAD Grant have been made to date. This request is made on a quarterl y basis. He also
went over the final budget numbers for the 2017 TAD Grant. There was a balance of
$11,000 left in the TAD Grant for unencumbered funds. This was due to high estimates
on staff benefits and urinalysis testing for Diversion Program participants. Mike O'Keefe
states the WI Department of Justice is requiring TAD Grant Programs to take any funds
collected in their programs and use them to support the program budget. This request is
under review with the new TAD Program Manager, Molly Boss, for a more specific
interpretation.
RESULT: DISCUSSED
2. CJCC Citizen Member Update
Mike O'Keefe, CJCC Coordinator states the CJCC Citizen Member vacancy was posted
on the County's website and we had what appeared to be a very qualified individual
interested, Robert Feidler. The Hon. Eric J. Lundell will interview Mr. Fiedler and if he
approves will bring his name forward for approval to this position at the CJCC Council
meeting in March 8, 2018. Since this is a midterm appointment the CJCC bylaws allow
the Presiding Judge/Chair to make the recommendation for appointment.
RESULT: DISCUSSED
3. OWI Track - Adult Drug Court Update
The Hon. R. Michael Waterman was not available to discuss this agenda item. It was
tabled and will be placed on the next agenda for the CJCC Executive Subcommittee
meeting.

4. CJCC Bylaws Draft Revisions
Mike O'Keefe, CJCC Coordinator, reports that he met with Kate Avoles to discuss and
recommend changes to the bylaws subcommittee. Before these changes are
recommended to the bylaws subcommittee it might be helpful to make sure they align
with our future subcommittee needs with respect to membership, quorums, attendance,
and vacancies. This may be an issue for discussion at our next strategic planning session.
Judge Lundell states this should be referred back to the bylaws subcommittee to draft a
document that we can review and approve at our next Executive Subcommittee meeting
and then review at the strategic planning meeting.
RESULT: DISCUSSED
5. CJCC Subcommittee(s) Review
Fred Johnson, Health and Human Services Director gave an update on the CJCC Mental
Health Subcommittee. He states they are focused on three goals and the focus will
continue to be to lobby the State for detention beds in our geographic area. Kevin
Hamlin, Crime Data Analyst, gave a summary of a report he developed reviewing
emergency detention transportation costs for the Sheriff's Office as well local police
departments. He states that he will continue to refine this report so it will be ready for
review by other entities. Mike O'Keefe, CJCC Coordinator, gave an update on other
subcommittees and the need to review their overall progress. He states that some of the
subcommittees struggle with bringing the right people to the table and defining their
mission/goals. Mike O'Keefe would like to review the overall structure of the CJCC
Subcommittees at the next CJCC strategic planning meeting.

6. CJCC Substance Abuse/Trauma Informed Care Subcommittee Review
Roger Larson, St. Croix County Supervisor and Chair, discussed the need to address the
drug, alcohol and foster care issues in our communities. Judge Lundell agreed this should
be the focus of the Substance Abuse/Trauma Informed Care Subcommittee. Mike
O'Keefe, CJCC Coordinator suggested that maybe we should take the Trauma Informed
Care oversight away from this group because it is an overarching theme. The Health and
Human Services Department has made significant progress in this area. Judge Lundell
states this should be discussed at the CJCC strategic planning session.
RESULT: DISCUSSED
REQUEST FOR FUTURE AGENDA ITEMS
Judge Lundell would like the OWI Track within the Adult Drug Court on the next agenda as well
as planning for the CJCC strategic planning meeting.
ANNOUNCEMENTS & CORRESPONDENCE
Judge Lundell directed CJCC Coordinator, Mike O'Keefe to set a special CJCC Executive
Subcommittee meeting in March to develop an itinerary for the strategic planning meeting.

Judge Lundell adjourned the meeting at 12:55 p.m.

The next CJCC Executive Subcommittee meeting is Thursday, April 26, 2018, 12:00 p.m.,
Government Center - Administration Conference room -1411 and a special meeting will be set.
The next CJCC Council meeting is Thursday, March 8, 2018, 8:00 a.m., Government Center -
County Board room.
