1. Executive Committee of the Community Justice Collaborating Council – Regular
Meeting – February 22, 2018 12:00 PM
Minutes of February 22, 2018 CJCC Executive Committee meeting are accepted as
presented.

BUSINESS ITEMS
1. OWI Track - Adult Drug Court Update
The Hon. R. Michael Waterman discussed the progress with implementation of an OWI
track within the current St. Croix County Treatment Court. The Impaired Driver's
Assessment (IDA) has not been implemented yet. We have an option of bringing a trainer
to our location to train a group of people on the IDA. The cost to do this would be
approximately $4500 for a one day training and this would allow for 30 training slots.
Judge Waterman reported implementation of the IDA is necessary so we can start
determining who should be allowed into the OWI Track. The funds for this training
would come from the Treatment Court budget. Instead of sending staff to the National
Drug Court Conference in Texas we would use these funds to pay for the training. To
recoup some of the costs we would open this up to other agencies in the State of WI at a
projected cost of $150 per attendee. The trainer for the IDA is Mark Stadola from the
National Association of Probation & Parole. He is available to do this one day training
on May 8, 2018. A motion was made by the Hon. Eric J. Lundell, second by Michael
Nieskes to approve the IDA training and funding source. It was approved by unanimous
voice vote. Kimberly Kitzberger reported that we currently have 2 pending applications
for the OWI Track.

2. Impaired Driver Assessment (IDA) Update
Mike O'Keefe. CJCC Coordinator & back up COMPAS Assessor states that he and the
new COMPAS/Court Assessor will attend the Impaired Driver's Assessment training on
May 8, 2018 and upon completion will be able to administer the assessments immediately
for OWI Track applicants.

3. CJCC Strategic Planning Review
Mike O'Keefe, CJCC Coordinator, discussed the upcoming CJCC Strategic planning
meeting and the Facilitator, Dr. Eric Biltonen believes to do this correctly we need to put
more effort into the planning for the meeting. To accomplish this we probably need to
move this meeting to July 12, 2018 and send out a survey ahead of time. Mike O'Keefe
also reported that we are in the 5th year as a Council and the subcommittee structure
probably needs to be reviewed at this meeting. He states that we probably have a good
idea by now what our main areas of concern are with respect to public safety and health
issues, but our plan to address and potentially impact these needs to have more structure.
Some of the issues that need to be addressed at the strategic planning meeting are bylaws,
subcommittee structure and goals, Domestic Violence and Treatment/Compliance,
Evidence Based Assessments, Pre-trial monitoring, Jail populations, mental health and
community engagement issues. Fred Johnson discussed some of the progress being made
with the CJCC Mental Health Subcommittee with respect to Tele-health, Crisis
Intervention Techniques (CIT) training for law enforcement, and emergency detentions.
He also discussed his communication with Brad Munger, WI Department of Health
Services, Community Support Programs (CSP).

4. Set Date for CJCC Strategic Planning Meeting
Discussion was held on potential date and times for the CJCC Strategic Planning meeting
and it was decided that Thursday, July 12, 2018 would be selected.

REQUEST FOR FUTURE AGENDA ITEMS
ANNOUNCEMENTS & CORRESPONDENCE
Mike O'Keefe reported that Michele Zilka, COMPAS/Court Assessor has resigned and he is
working with Lutheran Social Services (LSS) to fill the position. As a reminder this is a
contracted position with LSS under the Treatment Alternatives and Diversion (TAD) Grant.
Judge Lundell suggested we should look at retired law enforcement officials to fill the Assessor
position. While this position is vacant Mike O'Keefe will take over doing all assessments.

Government Center - Administration Conference room - 1411.
