Executive Committee of the Community Justice Collaborating Council – Regular Meeting – May 3, 2018 12:00 PM Minutes of May 3, 2018 meeting were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC and Treatment Alternatives & Diversion (TAD) Grant Budgets Mike O'Keefe, CJCC Coordinator states the Treatment Alternatives and Diversion (TAD) Team is working on developing a budget for the upcoming 2019 grant request. He states a request is being made to the WI Department of Justice (DOJ) for the 2nd quarter reimbursement of TAD expenses. The 2nd quarter ends on June 30, 2018. RESULT: DISCUSSED 2. Treatment Alternatives & Diversion (TAD) Grant Update Kimberly Kitzberger, Treatment Courts Coordinator, gave an update on a request made to the WI Department of Justice (DOJ), TAD Grant, to modify the Treatment Court Specialist's position. She states the previous incumbent left to work for the WI Department of Corrections and filling this position has been time consuming so we asked the WI DOJ if they would approve filling this position through a contract with Lutheran Social Services (LSS), similar to the COMPAS/Court Assessor position. Kim states this request was approved and the position will now be split between the Treatment Courts and Diversion Program. RESULT: DISCUSSED 3. Veterans Self Identification - Jail Intake Mike O'Keefe, CJCC Coordinator, gave an update on progress being made in the earlier identification of veterans entering the criminal justice system. Kevin Hamlin, Crime Data Analyst (CDA), worked with Jail staff to insert a question into the current system to ask defendants to self identify as veterans as part of the booking process. He states this may assist staff when a veteran in the Jail is experiencing a mental health issue. Mike states this should be one step in a process to identify veterans as they progress through the criminal justice system. RESULT: DISCUSSED 4. Treatment Court - OWI Track Update The Hon. R. Michael Waterman, Branch IV, gave an update to the Subcommittee on the implementation of an OWI Track within the current Treatment Courts Program. This program will utilize a structured approach for treating OWI offenders and this new track should start on or about August 15, 2018. Kimberly Kitzberger, Treatment Courts Coordinator, presented the criteria for entry into this new track and this is being implemented without increasing the current Treatment Courts budget. Pat Thompson made a motion to support implementing an OWI Track within the current Treatment Courts Program, second by Roger Larson. Motion carried unanimously. CJCC Subcommittees Update Mike O'Keefe gave an update on CJCC Subcommittees that have been meeting. He states some members of the DV/Family Issues Subcommittee attended a conference in Minneapolis on implementing a DV Compliance Court. Fred Johnson reported on the CJCC Mental Health Subcommittee and progress being made with Telehealth/psychological services at selected local hospital emergency rooms. RESULT: DISCUSSED 6. CJCC Council Citizen Member Review Discussion was held on the current status of the CJCC Citizen Member position. Michael Nieskes states he will follow on this and report back. RESULT: DISCUSSED 7. Review CJCC Council Membership Discussion was held about adding a member of the Health & Human Services Committee to the CJCC Council membership. The Hon. Eric J. Lundell states if we approve this we should look at adding another member so we have an odd number, 19. He states we could possibly add a veteran representative like our current County Veteran's Service Office (CVSO) for a term of 2 years. RESULT: DISCUSSED 8. CJCC Strategic Planning Meeting Agenda - July 19, 2018 Mike O'Keefe, CJCC Coordinator, reported he has set up a CJCC Strategic Planning meeting on July 19, 2018, 8:00 a.m., County Board room. He anticipates this will take no longer than 2.5 hours and Dr. Biltonen, UW Extension will be facilitating this event. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE Fred Johnson reported that the Health & Human Services Department is participating in a federal grant application with United Way, Family Resource Center, and WI Child Abuse & Prevention Board in an effort to provide prevention services to families and children. Mike O'Keefe states he went to Polk County to assist their CJCC Coordinator with issues. ADJOURN The Hon. Eric J. Lundell adjourned the meeting at 12:42 p.m. DATE OF NEXT MEETING The next CJCC Executive Subcommittee meeting is Thursday, August 23, 2018, 12:00 p.m., Government Center, Administration Conference room -1411. The next CJCC Council meeting is Thursday, July 19, 2018, 8:00 a.m., Government Center - County Board room.
