APPROVAL OF MINUTES 1. Executive Committee of the Community Justice Collaborating Council – Regular Meeting – August 23, 2018 12:00 PM Minutes of August 23, 2018 were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC and Treatment Alternatives & Diversion Grant Budgets Review Mike O'Keefe, CJCC Coordinator, gave an update on the CJCC and Treatment Alternatives & Diversion (TAD) budgets. Both budgets are within guidelines for this fiscal period. RESULT: DISCUSSED 2. Treatment Alternatives & Diversion (TAD) Grant Project Updates Mike O'Keefe, CJCC Coordinator, reported there is some available funds within the Treatment Alternatives and Diversion (TAD) Grant due to a staff vacancy with the Treatment Court Program Support Specialist Position. This position has been restructured with the approval of the Department of Justice (DOJ). The name of the position is now Treatment Court and Diversion Program Support Specialist. This person will split their time and work for the Treatment Court 60% and Diversion Program 40%. This is now a contracted position with Lutheran Social Services (LSS) and the primary function of this position is to enter data into the CORE System which is the database created by the DOJ. In the future if this position becomes vacant we should be able to replace the incumbent within 30-40 days. LSS is able to cast a broader net with respect to area recruitment. Mike O'Keefe reported the TAD team is working on a modification with DOJ to utilize the above referenced funds on other minor projects within the Diversion Program and Treatment Court Programs. RESULT: DISCUSSED 3. CJCC Subcommittee Updates Mike O'Keefe, CJCC Coordinator, gave a brief update on the current status of CJCC Subcommittees. Fred Johnson reports he is now the Chair of the Substance Abuse Subcommittee and their main focus will be how methamphetamine is affecting people and families involved in our system. He also states the Mental Health Subcommittee has gone as far as they can with respect to achieving their original goals and it is time to bring the structure of this Subcommittee back to the full CJCC for review and direction. Discussion was held on the size of subcommittees and it was decided the chair of each subcommittee with decide membership, call in procedures if necessary, and will report to the CJCC Council at regular meetings. RESULT: DISCUSSED 4. CJCC Bylaws Review Discussion was held on proposed changes to CJCC bylaws. A new draft will be reviewed at the next CJCC Council meeting in November. RESULT: DISCUSSED 5. October 2018 - Domestic Violence Awareness Month Mike O'Keefe, CJCC Coordinator, reported that October is Domestic Violence Awareness month and numerous activities are planned. RESULT: DISCUSSED 6. CJCC Agenda Items for the Meeting on November 8, 2018 Judge Waterman gave an update on Treatment Court and at this time there is no need for changes. He states Track 2 is up and running and it can be a struggle to find the proper people for this program and he will discuss this with the Treatment Court Oversight Subcommittee at the next meeting in November. Fred Johnson would like to have mental health emergency beds and review of bed needs resolution on the next agenda. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE ADJOURN Judge Lundell adjourned the meeting at 12:46 p.m. DATE OF NEXT MEETING The next CJCC Executive Subcommittee meeting is Thursday, December 20, 2018, 12:00 p.m., Government Center, Administration Conference room -1411. The next CJCC meeting is Thursday, November 8, 2018, 8:30 a.m., Government Center, County Board room.
